FEMA's hazard mitigation assistance provides funding for eligible mitigation measures that reduce disaster losses.
"Hazard mitigation" is any sustainable action that reduces or eliminates long-term risk to people and property from future disasters.
Mitigation planning breaks the cycle of disaster damage, reconstruction and repeated damage. Hazard mitigation includes long-term solutions that reduce the impact of disasters in the future.
2023 Hazard Mitigation Partners Workshop
The Hazard Mitigation (HM) Partners Workshop will be held virtually on Oct. 16-19, 2023, from noon– 4:45 p.m. Eastern Time (ET).
The 2023 HM Partners Workshop theme, All Together for Climate Resilient Communities, will bring stakeholders to together to discuss our focus on partnerships, community-based efforts to prevent and reduce the risk of flooding, expanding access to Hazard Mitigation Assistance grant funding, and simplifying our mitigation programs and processes to help the whole community build climate resilience.
FEMA anticipates opening the call for abstracts in March 2023.
Fiscal Year 2022 Application Period
The Flood Mitigation Assistance and the Building Resilient Infrastructure and Communities grant programs application period opened on Sept. 30, 2022, and closes at 3 p.m. ET on Jan. 27, 2023.

This application is intended to be used for post-wildfire flood risk and sediment reduction projects, including modifying or removing culverts to allow drainage to flow freely, adding drainage dips and constructing emergency spillways to keep roads and bridges from washing out during floods, and constructing straw, rock, or log dams in small tributaries to prevent flooding.

The City of Pasadena is proposing a drainage/flood mitigation project within the City of Pasadena, Harris County, Texas (see Appendix A: Location Map). Elevations within right-of-way (ROW) at selected roadways will be lowered to create storm water storage, and along with the installation of detention ponds, these proposed improvements will provide flood mitigation at the project sites and their surrounding areas. The City has been granted funds for the project from the Federal Emergency Management Agency (FEMA) under the Texas Division of Emergency Management (TDEM) Hazard Mitigation Grant Program (HMGP) under project number FEMA-4332-DR-TX Project #007.
