Mission: The U.S. Army Medical Center of Excellence Office of the Inspector General executes the four inspector general functions: Inspections, Assistance, Investigations, and Teaching and Training, to inquire into and periodically report on the discipline, efficiency, morale, training, and readiness of the Medical Center of Excellence.

Vision: To enable stewardship, accountability, and integrity while enhancing the readiness of the Medical Center of Excellence.

Motto: The Inspector General Motto is ‘Droit et Avant.’ A French phrase that roughly translates to “Be Right, Then Go Forward.” This expression encapsulates the ethos of Army Inspector Generals, whose only deliverable is truth.

Role: Inspector Generals are confidential advisers and impartial factfinders who work within the sphere of activity of their commanding general, also known as a directing authority. IGs provide independent assessments, oversight, and assistance in accordance with regulations, policies, and standards. Whenever possible, IGs work through and within the chain of command to maintain their viability, effectiveness, and relevancy.

Good To Know

  • In accordance with Army Regulation 20-1, paragraph 6-1b (Command Redress): As a general rule, Inspector Generals will encourage the individual to discuss first with the chain of command any issues, allegations, or requests for assistance.
  • Allowing the chain of command to handle the matter underscores the chain of command`s importance and credibility. The Inspector General will always reinforce the importance of the chain of command and be careful not to undermine it by simply accepting a report without first asking if the complainant notified the chain of command.

Everyone has the right to contact an Inspector General at any time, and no one may hinder an individual’s right to do so. Commanders and supervisors may not engage in reprisal or retaliatory measures against a person for contacting an Inspector General.  Inspector Generals endeavor to answer inquiries objectively and strive to maintain confidentiality as much as possible. The easiest way to submit an issue or complaint is to contact us or to submit a Department of the Army Form 1559, “Inspector General Action Request” through the following email address in the contact section.

Please understand the scope of an Inspector General`s duties are limited by law and regulation, and there are many issues Inspector Generals don`t handle. However, if you talk to an Inspector General about an issue that is not within their scope, the Inspector General will assist to find the appropriate office or agency for you to discuss the matter with. 

Examples of issues not handled by Army Inspector Generals:
– The issue is not Army-related
– Criminal allegations
– Issues that have other means of redress (If the appropriate redress procedures were used, IGs will advise complainants that IG involvement focuses on ensuring that the complainant received due process and the protection of rights as intended by law and regulation)
– Courts-martial actions
– Nonjudicial punishment
– Officer evaluation reports
– NCO evaluation reports
– Enlisted reductions
– Type of discharge received
– Pending or requested discharge
– Complaints that a commanding officer has wronged a Soldier
– Financial liability investigations of property loss
– Relief for cause
– Adverse information filed in personnel records (except for allegations of reprisal)
– Soldier EO complaints
– Civilian allegations of reprisals
– Department of Defense civilian employee redress through other channels
– Hazardous work conditions
– Equal Employment Opportunity
– Collective bargaining agreements
– Appeals of adverse actions within the purview of 5 USC 7701-7703 (Labor-Management and Employee Relations)

What We Do

  • Teaching and Training activities are integral to all Inspector General functions.
  • By their very nature, Inspector Generals possess a wealth of knowledge and experience, and use this proficiency and expertise when inspecting, assisting, and investigating to teach Soldiers at all levels about policies and procedures. 

  • A process used to address an Inspector General action request involving a request for assistance or information.
  • Inspector Generals encourage personnel to allow their chain of command to solve problems at the lowest level.
  • Anyone may submit a complaint or request assistance from an Army IG concerning matters of interest to the Army.

  • Inspector Generals assess, assist and enhance the ability of the command to effectively prepare for and perform its assigned mission.
  • Inspector Generals conduct inspections at the direction of the commanding general.
  • Inspector General inspections may focus on organizations, functions, or both and may or may not be compliance oriented.

  • A fact-finding examination into allegations of impropriety or an adverse condition affecting the mission capability of a command.
  • Inspector Generals only conduct investigations when directed by the commanding general.
  • An Inspector General investigation will focus on violations of policy or regulations. The commander may also direct an investigation into alleged mismanagement, unethical behavior, or misconduct.
