    PUBLIC NOTICE: Larry Chapman has applied for a Department of the Army permit to dredge material from the aquatic bed of Lake Michigan for the purpose of creating a private lake access. The applicant proposes to dredge 400 cubic yards of material from a 4,640 square foot (0.1 acre) area of Lake Michigan lakebed. Material would be dredged by a barge-mounted excavator or crane and hauled by sealed truck to a contractor selected and secured off-site upland location. The project would increase the current water depth from 2 feet to 5 feet deep.

The objective of the project is to transform 163.43 acres of agricultural fields back to historical presettlement or suitable wetland communities resulting in substantial wetland and ecological functional lift.

    NOTICE IS HEREBY GIVEN that the United States Army Corps of Engineers, St Paul District, will conduct a public hearing on February 27, 2024, from 8 a.m. - 5 p.m. CST at the Bad River Lodge and Casino at 73370 U.S. 2, Ashland, WI, 54806. We are conducting this public hearing in response to an objection from the Bad River Band of Lake Superior Chippewa (Band) under Section 401(a)(2) of the Clean Water Act (CWA) to the Corps’ proposed re-issuance of two Regional General Permits (RGPs) titled Utility and Minor Discharges under Section 404 of the CWA and in response to a request from the Band that we conduct a public hearing.

    SPECIAL PUBLIC NOTICE: SUPPLEMENTED REGIONAL GENERAL PERMITS IN MINNESOTA AND WISCONSIN, AND FEDERALLY RECOGNIZED AMERICAN INDIAN RESERVATIONS - This notice announces the availability of six regional general permits (RGPs) for use within the Lake Superior Hydrologic Unit Codes (HUCs) previously excluded as part of the Clean Water Act (CWA) Section 401(a)(2) process (401(a)(2) process). The six RGPs are now available for use in Minnesota, Wisconsin, and within the exterior boundaries of Federally recognized American Indian reservations in both states without exception.

  • ANNOUNCEMENT OF RELEASE OF WISCONSIN STREAM ASSESSMENT TOOLS

    SPECIAL PUBLIC NOTICE: The U.S. Army Corps of Engineers St. Paul District Regulatory Division (Corps) is announcing the release of the beta version of the Wisconsin Stream Quantification Tool (WISQT) and Debit Calculator. We are requesting comments on these tools prior to finalizing them and releasing Version 1.0. We expect to collect comments for 60 days and then publish Version 1.0 in late 2023 or early 2024.

  • UPDATE OF THE JOINT 2013 GUIDELINES FOR WETLAND COMPENSATORY MITIGATION IN WISCONSIN

    SPECIAL PUBLIC NOTICE: The Wisconsin Department of Natural Resources (WDNR) and the U.S. Army Corps of Engineers, St. Paul District (Corps) recently began an update of the joint 2013 Guidelines for Wetland Compensatory Mitigation in Wisconsin. We have developed draft outlines for the next version and are seeking public input on the outlines as well as additional information we should consider addressing in the next version. To facilitate meaningful comment, we are also seeking individuals who are currently active in the development or use of compensatory mitigation in Wisconsin who are interested in participating in a listening session. We will host the session July 6, 2023, and determine exact time and location based on interest. We are currently considering making this a virtual session. The session will aim to gather feedback from the mitigation community on crucial mitigation issues that need our clarification, with a specific focus on topics to include in the outlines and information needs or gaps that existed in the 2013 version of the Guidelines.   • ANNOUNCEMENT OF RELEASE OF STREAM MITIGATION PROCEDURES

    SPECIAL PUBLIC NOTICE: The U.S. Army Corps of Engineers St. Paul District Regulatory Division (Corps) is announcing the release of its Stream Mitigation Procedures, Version 1.0 (Stream Procedures), applicable in both Minnesota and Wisconsin. The Corps will host an online outreach event on May 10, 2023, to review contents of the Stream Procedures and provide an opportunity for the public to ask questions about implementation of this document. The target audience is stakeholders, consultants, potential stream bankers, and other agencies. If you are interested in participating in this outreach event, please reach out to [email protected] to receive a calendar invitation. Please let us know if you are interested in attending, but unable to make the May session. We will hold additional outreach events later in the summer if there is demand.
