The Department of Health and Environmental Control's Procurement Services Division is located at 301 Gervais St., Columbia, S.C. 29201-3073. Solicitations and Awards

DHEC uses the South Carolina Enterprise Information System (SCEIS) for its purchasing activities, including solicitations and awards. Solicitations and awards for DHEC, and other S.C. agencies and entities using SCEIS, can be found in the Contracting Opportunities area. You will also find South Carolina Business Opportunities (SCBO), which advertises solicitations from all agencies with an expected value of $25,000 or greater.

Purchasing Card Transactions

The SC Comptroller General's Office provides detailed charge card usage reports for all participating state agencies. The Purchasing Card program includes limited-use charge cards issued under a contract between state government and Bank of America. Internal Authority

The South Carolina State Fiscal Accountability Authority (SFAA) has certified DHEC to make direct procurements subject to compliance with the Consolidated Procurement Code  and Regulations not to exceed for each procurement transaction the dollar amounts listed below:

  • Drugs, biologicals for human use, contraceptives, biochemicals and biochemical research = $12,000,000
  • Information Technology = $225,000
  • Consultant Services = $250,000
  • All other supplies and Services = $2,000,000

DHEC is seeking information in anticipation of a potential future purchase of a cloud-based Laboratory Information Management System (LIMS).  The Request for Information (RFI) document is posted below and dated June 7, 2023.  This new posting is Amendment 1 to the RFI.  It lists all questions received from vendors by the deadline and answers to each question.  Responses to the RFI are due July 7, 2023.  Earlier submissions are welcomed.

June 19, 2023 DHEC is seeking qualified vendors to provide Cystic Fibrosis (CF) reagent kits using newborn heel-stick specimens for CF DNA mutations.
June 13, 2023 DHEC is seeking qualified vendors to provide a full-service preventive maintenance plan for an existing Biomerieux Vitek MS instrument, which is specifically designed to identify mycobacteria in clinical isolates for DHEC’s Mycobacteriology Laboratory.
June 12, 2023 DHEC intends to procure renewal services for the maintenance, operations, and development and enhancements of new applications for DHEC Public Health Laboratory’s (PHL) existing Rhapsody licenses and Communication Points for Staging Environment.
June 7, 2023 DHEC is seeking information in anticipation of a potential future purchase of a cloud-based Laboratory Information Management System (LIMS). This LIMS should handle all clinical, environmental, and advanced molecular workflows for a high-volume state public health laboratory (PHL) while meeting the goals of CDC data modernization initiatives.  This is not a solicitation or a contractual document; the intent is for market research and to gather information for a future request for proposal.  Questions are due June 20, 2023 and responses are due July 7, 2023.
June 1, 2023 DHEC intends to procure one-year service plan coverage for multiple Agilent Technologies Gas Chromatography/Data System/AutoSampler Systems, Gas Chromatography/Mass Spectrometer/Data System/AutoSampler Systems, associated instrument software and hardware support, and unlimited technical support.
