Inspector General (IG) Robert P. Storch announced today that the Department of Defense Office of Inspector General (DoD OIG) released the “Audit of DoD Training of Ukrainian Armed Forces (UAF),” which highlights the DoD’s training of Ukrainians on U.S. provided equipment.

Inspector General (IG) Robert P. Storch announced today that the Department of Defense Office of Inspector General (DoD OIG) released the “Audit of the DoD’s Financial Management of the Afghanistan Security Forces Fund (ASFF).” This report highlights concerns regarding the DoD’s use of the Foreign Military Sales (FMS) Trust Fund to manage appropriated funds under the ASFF and the 17 other Building Partner Capacity (BPC) programs that use similar processes.

The purpose of this management advisory is to inform Headquarters, Department of the Army and Army Materiel Command officials responsible for the Army Prepositioned Stock program and Army‑wide equipment transfer decisions of shortages in Basic Issue Items and Components of End Items from Army Prepositioned Stock–5 equipment. Army officials informed us of these shortages during our audit of the Army’s management of Army Prepositioned Stock–5 equipment (D2022‑D000RJ‑0163.000).

The objective of this audit was to determine whether the 7th Army Training Command (7th ATC) trained the Ukrainian Armed Forces (UAF) to operate and maintain U.S.-provided advanced platforms, such as crew-served weapons or radar systems, that were approved for transfer to Ukraine in 2022.This report is the first in a series on the DoD’s training of the UAF. Subsequent products will discuss the DoD’s training of the UAF to operate and maintain the Patriot long-range air defense missile system and the DoD’s collective training of UAF brigades.
Project Announcement: Evaluation of the DoD’s Replenishment and Management of 155mm High Explosive Ammunition (Project No. D2023-DEV0PA-0126.000)

The purpose of this memorandum is to notify you that we plan to begin the subject evaluation in June 2023. The objective of this evaluation is to determine whether the DoD developed an effective strategy to meet the 155mm High Explosive (HE) ammunition total munition requirements, balancing war reserve, training, operational, and testing requirements for 155mm HE ammunition. This is a follow up from our Evaluation of DoD’s Replenishment of Weapons Stockpiles Provided to Ukraine (Project No. D2022-DEV0PA-0149.000). We may revise the objective as the evaluation proceeds, and we will also consider suggestions from management for additional or revised objectives. We plan to perform this evaluation in accordance with the Council of the Inspectors General on Integrity and Efficiency, “Quality Standards for Inspections and Evaluations.”

Baton Rouge Man Sentenced to 26 Months Imprisonment for Health Care Fraud Scheme

DONALD PETER AUZINE was sentenced on June 13, 2023 to 26 months of imprisonment to be followed by a 3-year term of supervised release after pleading guilty in federal court relating to his role in a health care fraud conspiracy. AUZINE, age 51, a resident of Baton Rouge, Louisiana, pled guilty on September 23, 2021 before U.S. District Judge Susie Morgan to Count One of an indictment that charged him with conspiracy to commit health care fraud, in violation of Title 18, United States Code, Sections 1347 and 1349.
Haitian-Chilean Citizen Sentenced to Federal Prison in Connection with Plot to Kill Haitian President

Rodolphe Jaar, 49, was sentenced to life in federal prison by U.S. District Judge Jose E. Martinez for his participation in the events leading to the July 7, 2021, assassination of President Jovenel Mo'i'se of Haiti, after pleading guilty on March 24. From at least February to July 2021, South Florida served as a central location for planning and financing the plot to oust President Morse from power and replace him with someone who would serve the coconspirators' political goals and financial interests. Jaar helped secure weapons and provided other support.
Georgia Man Pleads Guilty to Defrauding California Car Dealership

Michael Uziewe, 63, of Grayson, Georgia, pleaded guilty today to one count of bank fraud related to an online scheme that defrauded a business owner in California and a second business owner in New Jersey, U.S. Attorney Phillip A.Talbert announced.
