Inspector General (IG) Robert P. Storch announced today that the Department of Defense Office of Inspector General (DoD OIG) released a “Management Advisory: Maintenance Concerns for the Army’s Prepositioned Stock–5 Equipment Designated for Ukraine,” which highlights concerns regarding the readiness of Army Prepositioned Stock–5 (APS-5) equipment designated for Ukraine. The Army Prepositioned Stock (APS) program strategically positions sets of equipment, such as combat vehicles and weapon systems, worldwide to reduce deployment response times.

Inspector General Robert P. Storch announced today that the Department of Defense Office of Inspector General (DoD OIG) released a “Management Advisory: DoD Review and Update of Defense Articles Requiring Enhanced End-Use Monitoring,” which highlights concerns regarding Enhanced End-Use Monitoring (EEUM) requirements for equipment designated for Ukraine. EEUM is the DoD program that requires heightened accountability and security measures for specific defense articles that the United States provides to partner nations that contain sensitive technology or are vulnerable to diversion or misuse.

During the trip, the DoD OIG team met with members of Command leadership to discuss issues impacting strategic competition, recruiting and retaining the civilian workforce, and healthcare in the area of responsibility. These insights will inform the DoD OIG’s continuous planning for targeted oversight.

The purpose of this management advisory is to inform the Department of the Army, Army Materiel Command, Army Sustainment Command, and U.S. European Command officials responsible for the designation and transfer of military equipment to the Ukrainian Armed Forces of concerns for the readiness of Army Prepositioned Stock–5 equipment. During our audit of the Army’s management of Army Prepositioned Stock–5 equipment (D2022-D000RJ-0163.000), we identified issues that resulted in unanticipated maintenance, repairs, and extended leadtimes to ensure the readiness of the military equipment selected to support the Ukrainian Armed Forces.

Convicted Health Care Fraud defendant fails to report to prison; warrant out for his arrest

The former co-owner of a defunct medical testing company failed to report to prison as directed last week, and a warrant has been issued for his arrest. Richard Reid, 53, was convicted in March 2022, of five federal felonies connected to his scheme to profit from illegal kickbacks in the medical testing industry. In January. 2023 he was sentenced to two Years in prison.
