The Department of Veterans Affairs (VA) team, in partnership with the Department of the Treasury, successfully executed the priority task to ensure Post-9/11 GI Bill® Monthly Housing Allowance (MHA) payments were disbursed expeditiously. Rather than the anticipated business day delay, electronic payments were deposited into beneficiaries’ bank accounts by March 31, 2023. For those receiving MHA payments by check, the US Postal Service began mailing these checks on March 31 and April 1, 2023.
Again, VA apologizes for any inconvenience the delay in payment posting caused. We remain committed to analyzing the root cause(s) of this event so we can prevent future occurrences.

The Post-9/11 GI Bill® Monthly Housing Allowance (MHA) payment for the end of March 2023 may be delayed by approximately one business day, due to an unexpected systems issue. The Department of Veterans Affairs (VA) recognizes the importance of the MHA and is working diligently to ensure MHA disbursements posts as soon as possible.
For impacted GI Bill beneficiaries with direct deposit, there is a possibility that the MHA payment could post at financial institutions by late Friday, March 31, 2023, or Saturday April 1, 2023. Hard copy checks will be distributed expeditiously.
We are aware and working on this matter as a top priority. VA apologizes for any inconvenience this payment delay may cause on personal finances.

From March 15 to May 15, 2023, we are accepting new Yellow Ribbon Program agreements, modifications to existing open-ended agreements, or agreements to withdraw from participation.

The recent passage of Public Law 116-315, Section 1008, “Technical Correction to Clarify Eligibility for Participation in Yellow Ribbon Program of Department of Veterans Affairs,” allows foreign schools to participate in the Yellow Ribbon Program. This law amends Section 3317(a) of title 38 USC. In accordance with the law, VA has implemented an open season timeframe of June 1st through July 31st for foreign schools to apply for the Yellow Ribbon program. The announcement for foreign schools to apply for the Yellow Ribbon program will be provided prior to the commencement of the open season.
