This is the 33rd Lead Inspector General (Lead IG) report to the United States Congress on Operation Inherent Resolve (OIR), the overseas contingency operation to advise, assist, and enable local partner forces until they can independently defeat ISIS in designated areas of Iraq and Syria, thereby setting conditions for the implementation of long-term security cooperation frameworks.

The objective of this audit was to determine whether DoD Components performed oversight of task orders issued under the Defense Information Systems Agency’s (DISA) ENCORE III information technology service contract in accordance with Federal and DoD guidance. We reviewed a sample of five task orders awarded by DISA, U.S. Transportation Command (USTRANSCOM), and Washington Headquarters Services (WHS) contracting officers.

The purpose of this memorandum is to notify you that we plan to begin the subject review in April 2023. The objective of this project is to summarize unclassified and classified audit and evaluation reports issued by the Department of Defense Office of Inspector General that included findings and recommendations related to: (1) DoD Insider Threats; (2) cybersecurity risk areas within DoD components; and (3) physical or industrial security weaknesses. The project will seek to identify trends, lessons learned, and best practices from our prior work, along with highlighting open recommendations in areas that could be subject to an increased risk of information leaks or unauthorized access to information.

Criminal Charges Brought Against Medical Professionals, Owners of Medical Businesses, and Others for a Variety of COVID-19 Fraud Schemes with False Billings Exceeding $490 Million

A former doctor has been sentenced to 84 months in federal prison for scheming to defraud private insurance companies and the Tricare health care program for U.S. military service members by fraudulently submitting nearly $120 million in claims related to the 1-800-GET-THIN Lap-Band surgery business, the Justice Department announced today.

A federal jury convicted two Texas men today for their role in a scheme to fraudulently bill TRICARE – the health care program for U.S. service members and their families – for compounded creams that were medically unnecessary and procured through kickbacks and bribes.
