Darbi MacPhail serves as Chief Finance and Operations Officer for the S.C. Department of Health and Environmental Control. In this role, she oversees the Bureau of Business Management, the Bureau of Financial Management, the Office of Budgets and Financial Planning, the Office of Patient Billing, Office of Operational Excellence, and the Project Management Office.

MacPhail has been a member of the DHEC team for more than 26 years and has managed various operations and programs for the agency. Prior to her current role, she served as the Operations Chief of Staff for the agency. She is a graduate of the Management Academy for Public Health and the Southeastern Public Health Leadership Institute.

MacPhail earned her bachelor's degree in public health from the University of North Carolina Chapel Hill and her master's degree in health administration from the University of South Carolina.
