Looks like sanitize_hex_color was only made available outside of the Customizer as of WordPress 4.6. Upgrading to that version should fix the error, but will look at pushing out a fix for the AMP plugin with v0.4.2 very soon.

Same issue with WP 4.5.4 and latest AMP version.

We have a possible fix here: https://github.com/Automattic/amp-wp/pull/530

You can apply it directly by downloading and using the development version from here: https://github.com/Automattic/amp-wp/archive/master.zip

This will ship as part of 0.4.2 soon.
