Henry Kerner graduated from Harvard Law School and spent 18 years working as a career prosecutor in California. In 2011, he joined the staff of the House Committee on Oversight and Government Reform, the chief investigative committee of the United States House of Representatives. Under Chairman Darrell Issa, and later, Chairman Jason Chaffetz, he led investigations of the federal bureaucracy and fought on behalf of whistleblowers to protect American taxpayers. Mr. Kerner was also the staff director under Ranking Member Sen. John McCain of the Senate Permanent Subcommittee on Investigations, the lead investigative committee of the Senate. He left the Hill in early 2016 and joined Cause of Action Institute as assistant vice president for investigations. Cause of Action is a nonpartisan oversight group committed to exposing waste, fraud and abuse in the federal government. Patrick H. Boulay leads Uniformed Services Employment and Reemployment Rights Act (USERRA) enforcement efforts at the U.S. Office of Special Counsel. He has been at OSC since September 2000. Mr. Boulay previously worked as an attorney in OSC’s Investigation & Prosecution Division, handling Prohibited Personnel Practice and Hatch Act matters. He has twice testified before Congress about USERRA and has litigated before the Merit Systems Protection Board, including in
Silva v. Department of Homeland Security, which established government liability to contractor employees under USERRA. Mr. Boulay received his A.B. from Brown University and his J.D. from Georgetown University Law Center, and is admitted to practice in Massachusetts and Rhode Island. |  | Chief, USERRA Unit | | 2 | | LIZ BROWN | Liz Brown is the chief of the San Francisco Bay Area Field Office for the Office of Special Counsel. Bay Area’s Federal Executive Board’s Federal Employee of the Year award for civil law enforcement. In 2016, he received the Burton Award for Public Service for professionalism, integrity, and intellectual contributions to his field. Mr. Fong received his J.D. from the University of California Law School (formerly Boalt Hall) and his A.B. from Brown University. He is a member of the State Bar of California and lives in Kensington, California.

In his work with the Committee, Thomas oversaw the Administration of Justice budget function, fielded Senate procedural questions, and managed the Committee's nomination process. During law school, Thomas clerked for the Senate Homeland Security and Governmental Affairs Committee focusing on investigations into alleged wrongdoing at federal agencies. Thomas grew up just outside of Baltimore, Maryland. He received his B.S. in Biology from Stevenson University, and a J.D. from the University of Maryland Francis King Carey School of Law.
|  | Deputy Special Counsel for Legislative Affairs | | 6 | | ANA GALINDO-MARRONE | Ana Galindo-Marrone began her employment at the Office of Special Counsel in 1998, and in 1999 she joined the prosecution division. She has been chief of the Hatch Act Unit since 2000. The Unit enforces compliance with the Act by investigating complaint allegations and litigating Hatch Act cases before the Merit Systems Protection Board. In addition, the Unit is responsible for a nationwide program that provides Hatch Act advisory opinions to federal, state, and local officials, as well as the public at large. Ms. Galindo-Marrone has been a frequent presenter at conferences and forums on the Hatch Act and OSC’s enforcement program. She has been a guest on several radio shows, including The Kojo Nnamdi Show, FEDtalk, Federal Drive, and In Depth. She also has testified or served as a technical consultant before several congressional committees considering Hatch Act reform, including the June 21, 2011, House Committee on Oversight and Government Reform hearing, "The Hatch Act: The Challenges of Separating Politics from Policy." Prior to joining OSC, Ms. Galindo-Marrone was a staff attorney for the School Board of Miami-Dade County, Florida. Ms. Galindo-Marrone, who is a native of Miami, Florida, received her law degree, cum laude, from the University of Miami School of Law.
|  | Chief, Hatch Act Unit | | 7 | | BRUCE GIPE | Bruce Gipe joined the U.S. Office of Special Counsel as the Chief Operating Officer in 2016. Prior to coming to the OSC, he spent five years at the Department of Veterans Affairs, where he served as the Principal Deputy Vice Chairman and a Veterans Law Judge. He was also a leader of the Department's LGBT Employee Work Group. Mr. Gipe served as the Director of Operations and Senior Legal Advisor at the U.S. Department of Justice's Board of Immigration Appeals, where he oversaw the management of the Board's attorneys and advised the Chairman of the Board and the Director of the Executive Office for Immigration Review on legal and policy matters. Mr. Gipe also served as an Administrative Appeals Judge on the Medicare Appeals Council at the U.S. Department of Health and Human Services. Mr. Gipe is a Registered Respiratory Therapist, and for many years he managed post-surgical open-heart surgery patients in a Cardiac Intensive Care Unit.

She joined the Office of Special Counsel's Disclosure Unit in 1998 after private practice and served as Deputy Disclosure Unit Chief from 2009 to 2016. Ms. Gorman moved from the Disclosure Unit in 2016 to establish and co-lead the agency's Retaliation and Disclosure Unit, and later served as a Chief in the agency's investigation and prosecution division. After working for the United States Senate, she returned to OSC in 2020. Ms. Gorman received her J.D. from The Catholic University of America's Columbus School of Law, and her B.A. from Seton Hill University.

She came to OSC from Harvard University’s Kennedy School of Government, where she researched and studied decision science and role of religious values in negotiation. She was a visiting scholar at Harvard Law School and the Program on Negotiation in 2008-09. For the past twenty years, she has served as a mediator, arbitrator, and investigator in hundreds of cases for government and private sector clients through her firm, Juliano and Associates.
Juliano has taught mediation and negotiation at Harvard University, Georgetown University Law Center, and George Washington University Law School. Prior to devoting her practice to alternative dispute resolution, she was a trial lawyer at the U.S. Department of Justice and in private practice. She earned her J.D. at Georgetown University Law Center, a Master in Public Administration at Harvard's Kennedy School, and a Master in Theological Studies at Harvard Divinity School. |  | Chief, Alternative Dispute Resolution Unit | | 11 | | KARL KAMMANN | Karl Kammann joined the Office of Special Counsel in 2010. Zachary departed Capitol Hill in 2016 and joined Cause of Action Institute, a nonprofit government watchdog group. Zachary grew up in Upstate New York and attended Greene Central High School. Zachary graduated from Hamilton College in Clinton, N.Y. in 2003 with a Bachelor's Degree in Economics.

Ms. Massey has a BA in Human Services/History from Mount Saint Mary College and an MA in Human Resources Development from Webster University, She holds the Human Resources Certification Institutes' (HRCI) certification as a Senior Professional in Human Resources (SPHR) and the Society for Human Resources Management (SHRM) Senior Certified Professional (SHRM-SCP) designation.

Ms. McMullen manages the whistleblower disclosure program at OSC, including the review of allegations received from federal employees, former federal employees, and applicants for federal employment, as well as the oversight of the Special Counsel's requests for investigation pursuant to 5 U.S.C. § 1213.
Ms. McMullen joined the Office of Special Counsel’s prosecution division in 1987. During her tenure in the prosecution division, she was detailed to the U.S. Attorney’s Office as a special assistant United States attorney for the District of Columbia. Prior to her OSC employment, she was employed in the litigation division at the U.S. Maritime Administration. She also served as an assistant attorney general for the State of West Virginia and an assistant prosecuting attorney for Brooke County, West Virginia. Ms. McMullen was also in private practice with Bell, McMullen, and Cross in Wellsburg, West Virginia.
Ms. McMullen received both her J.D. and B.A. in Political Science from West Virginia University. She is a member of the State Bar of West Virginia.

While at the firm, Ms. McMurray represented the City of New York in numerous trials. She received her J.D. from Fordham University School of Law, where she was a Stein Scholar in Public Interest Law and a Crowley Scholar in International Human Rights. She received her B.A., magna cum laude, from Boston College, as a member of the College of Arts and Sciences Honors Program.

In his work at Cause of Action, Travis worked with whistleblowers and stakeholders to conduct strategic oversight of the executive branch through investigations, FOIA requests and litigation, and other administrative law accountability measures, including identifying burdensome regulations to be repealed or rescinded. During law school, Travis clerked for the Senate Homeland Security and Governmental Affairs Committee, investigating federal agencies to identify and prevent waste, fraud, and abuse in government. Travis grew up in Knoxville, Tennessee. He received a B.S. in Business Administration from the University of Tennessee and a J.D. from the George Washington University Law School.

Prior to coming to OSC, Ms. Wagner was the Vice Chairman of the Merit Systems Protection Board (MSPB), the quasi-judicial agency in the executive branch that resolves personnel disputes within the federal civil service system. Ms. Wagner was instrumental in making MSPB's processes more transparent and accountable, in particular, by explaining the bases for Board opinions in non-precedential decisions. Along with her colleagues, she also presided over the first oral arguments before the Board in 30 years. Before her term at the MSPB, Ms. Wagner served as Chair, Vice Chair, Member, and General Counsel for the Government Accountability Office's Personnel Appeals Board. She also spent nearly 20 years working as an Assistant General Counsel for the American Federation of Government Employees, which represents hundreds of thousands of federal employees. During this time, she led precedent setting litigation challenging policies and practices that violated the rights of federal employees and handled cases arising under the full array of laws governing federal employment. Her federal career began as an attorney focusing on employment law for the General Service Administration's Office of General Counsel.
