Energy, Environment, & Fleet (EEF) Program Service
The Energy, Environment, & Fleet (EEF) Program Service objectives include:
- achieving cost savings,
- upgrading energy and water infrastructure,
- improving VA fleet efficiency and effectiveness, and
- complying with regulations.
VA’s Enhanced-Use Lease (EUL) program allows VA to manage underutilized property through leasing arrangements with state or local governments or private sector organizations. Title 38, U.S.C. Section 8161-8169, Enhanced-Use Leases of Real Property, authorizes VA to lease real property under VA’s control or jurisdiction to other public and private entities on a long-term basis (up to 75 years for most properties) only for the provision of supportive housing.
The Capital Asset Management Service (CAMS) is charged with managing VA’s portfolio of capital assets, performance monitoring of the portfolio, real property management, disposal and reuse planning, real property data management, and on-going analysis of the portfolio.
The Capital Asset Policy, Planning, and Strategy (CAPPS) Service serves as the focal point for the development, and guidance of a cost-effective and flexible capital asset, acquisition, management, and disposal process for all types of capital investments.
The Energy, Environment, & Fleet (EEF) Program Service objectives include cost savings, upgrading energy and water infrastructure, improving VA fleet efficiency and effectiveness, and complying with regulations.
The Investment and Enterprise Development (IED) Service provides technical assistance; tools and training; analytical and staff support to the SMC and CIO, and sets program specific guidelines and investment standards.
