We've gotten very good at scheduling workloads for HPC and computing, but for the last 20-30 years, all scheduling has been primarily focused on single-system resource management.

When we start to look at a broader picture, it becomes clear that a new scheduling and orchestration paradigm is needed.

As we expand our capabilities to go from a single monolithic cluster to clusters of clusters, including on-prem, multi-prem, cloud, multi-cloud, and even edge, there are very different considerations that need to be factored in.

For example, not only resource and architecture availability, but also cost of usage and the data: locality, mobility, gravity, and security.

This is federated computing.
