There is a section Email me whenever “Anyone posts a comment” located in settings -> discursions part of the admin area.
There is a misundertanding who refering to “me” in that string. According to source code checking this option sets comments_notify options in wp_options table and this value responsible for notifying author of the post.

There is method called wp_new_comment_notify_postauthor that invokes comments_notify value.

Not me (refered as administrator) but post author.

That’s double confusing since next checkbox says Notify me when “A comment is held for moderation” and that section refers to site administrator.

It took some time to figure out why admin’s email (refered in options-general.php) does not receive notification when first checkbox is checked. This option should be renamed to notify post author
