Complaints (Not Alleging Unlawful Discrimination)

Most complaints, grievances or disciplinary matters should be initiated pursuant to the applicable complaint procedures at the campus level. To seek review of unresolved complaints not involving unlawful discrimination; complete the Chancellor's Office complaint form

Unlawful Discrimination Complaints

A student or employee of a community college district who wishes to file a complaint alleging that they were subjected to unlawful discrimination may do so by filing a complaint directly with their community college district pursuant to the applicable local complaint procedures.

Community college students may also file an unlawful discrimination complaint with the Office for Civil Rights of the U.S. Department of Education (OCR) (1-800-421-3481 or 1-415-486-5555).

A community college district employee or applicant for employment may file their employment-related complaint with the Equal Employment Opportunity Commission (EEOC), and/or the California Department of Fair Employment and Housing (DFEH) at any time.

Appeals of Complaints of Unlawful Discrimination

If you seek to file an appeal of a community college district’s final decision on a complaint of unlawful discrimination, you must file your appeal with the Office of General Counsel. For more information on how to file an appeal, refer to the Unlawful Discrimination Complaint Procedures page of this website.
