Yes, but with a few caveats. For security reasons, no images that run processes as root are allowed. Additionally, any Dockerfile VOLUME instruction must be mounted with either a persistent volume claim (PVC) or an EmptyDir at this time.
Do I get full administrative access with OpenShift Online?
OpenShift Online is a multi-tenant environment where many users share the same cluster with their projects strictly isolated. Therefore, users do not have administrative privileges in the cluster. This prevents relaxing Security Context Constraints, creating new Custom Resource Definitions, and similar activities requiring the cluster-admin role.
Please consider other options of deploying OpenShift if you need absolute control over your own cluster.

Why was my access to starter removed?
We have improved our free offering for those users that want to develop and test applications on OpenShift. Visit our OpenShift Learning playground for immediate access to a temporary OpenShift cluster.
What happens when my online starter account is inactive?
We periodically remove inactive users from OpenShift Online Starter to free up resources for new users. If your account is removed, you can resubscribe at any time.
OpenShift Online Starter is intended for learning and experimenting, not for hosting projects. Accordingly, we consider "activity" to mean that you are using your account to build and deploy applications.
If you are using OpenShift Online Starter infrequently, we recommend that you backup your applications and data. See "Creating a Template from Existing Objects" to backup your applications and “Backing up and Restoring Databases" to backup your databases.
What are the resource limits for the OpenShift Online starter plan?
Each user can create 1 project with up to 8 services using 2 GiB memory, 4 CPU cores, and 2 GiB persistent volumes. For more detailed limits, see the full plan comparison.

Additionally, we want to make everyone's wait time to get access to OpenShift Online Starter as short as possible. Therefore, we remove access for users with no active resources from time to time to make room for new users. Whenever you are ready to use OpenShift, you can subscribe at manage.openshift.com to get access to Starter again.
