That would be Babble. It was written by Code For The People, a small WordPress VIP company from the UK, who have now been acquired by Automattic. The interesting thing about Babble is that it doesn’t use any custom tables, so it could theoretically be deployed on WordPress.com

As Matt says, and the more I think on it, WP’s easy, backwards-compatible upgrades make it the most valuable consumer/developer platform.
