Description

To help HelpHub page to be translated by Locales, we need to use proper i18n translations on these links so they can point the user to the translated location when possible.

I discovered that the page-jumps HelpHub link is not i18n-ready :)

Step-by-step reproduction instructions

1. Install a French version of WordPress
2. See that the link is still pointing the english version
3. Try to translate the link on translate.wordpress.org
4. The link is not translatable, we need to make it translatable :D
