User admin language doesn't work on frontend admin bar

Hi,

I've just discovered that the user's language choice doesn't have any effect on the admin bar on the front end of the site. What I would expect is to have the site in the site language and the top admin bar in the user's language, but apparently it's one locale for the entire page, right?
