Page Changes Not Saving

When we edit our page the changes are visible, but when you view the page as a normal front end user they don’t show. We thought it was caching, but have turned all of that off. It seems to be removing or ignore new CSS and that includes adding rows and columns. They all seem to just be stacked one on top of the other.
