Yes. But this attitude is a privilege. You have to have the confidence that you could lose your job and you would still be ok. Not everyone can afford to take that risk.

Really, not "try and lose your job"?

The point I made verbally in the talk is that people do not get fired for doing the right thing. But doing the right thing when it's against the grain of your existing org culture it's often very scary.

The burden of fear and risk should belong to the organisation, not the individual. It would be nice if job descriptions used the words "be bold", "ask difficult questions" and "do the right thing" and employees were rewarded when they did it.

I couldn't agree more. It should be thus. But if you really want a large, legacy organisation to change its ways of working, sadly that is going to require some individual courage.
