NATO chief: "We don't regard China as an adversary or an enemy"

NATO Secretary General Jens Stoltenberg said Wednesday that the military alliance must "engage politically" with China despite its growing assertiveness, telling Politico's "Global Insider" podcast: "We don't regard China as an adversary or an enemy."

Why it matters: NATO, like the U.S., has been careful about the language it uses to describe a rising China — stressing the need for cooperation while acknowledging that Beijing's global influence, technological prowess and military activity in the South China Sea pose real security challenges.

White House national security adviser Jake Sullivan will travel to Zurich, Switzerland, this week to meet China's top foreign policy official Yang Jiechi, according to a National Security Council spokesperson.

Why it matters: It will be the most senior-level, in-person meeting between U.S. and Chinese officials since Sullivan and Secretary of State Antony Blinken met their counterparts in Alaska in March, where a post-summit press conference devolved into a verbal sparring match.

U.S. Trade Representative Katherine Tai will declare Monday that an extensive review found China isn't meeting its commitments under the Phase One trade deal — laying the groundwork for the Biden administration to keep in place Trump-era tariffs while considering other punitive actions.

Why it matters: American businesses and importers have waited months to hear what President Biden will do with the trade war he inherited from Trump, which has pitted the world's two largest economies against one another.

China's air force on Saturday sent 20 military aircraft into Taiwan's air defense identification zone (ADIZ), the second incursion in less than 24 hours, NBC News reports.

Driving the news: Taiwan reported on Friday that 38 aircraft entered its ADIZ, the largest Chinese incursion into the area to date, per NBC News.

There's plenty written about what oil giants like Exxon are — and aren't — doing on climate, but a report from a Columbia University energy think tank explores how Chinese companies are approaching the matter.

Why it matters: Chinese state companies have a role to play in China's vow to peak emissions before 2030 and become carbon neutral by 2060.

U.S. trade chief: Biden team will "build on" Trump-era tariffs against China

The Biden administration will "build on" existing tariffs on billions of dollars of Chinese imports as part of a strategy against the Chinese government for failing to meet commitments under the Trump-era Phase One deal, U.S. Trade Representative Katherine Tai said in an interview with Politico on Thursday.

Why it matters: Tai's comments come as the Biden administration seeks a new trade strategy with Beijing while navigating U.S. companies' calls to lift tariffs.

LinkedIn blocks U.S. journalists' profiles in China

Illustration: Sarah Grillo/Axios

LinkedIn blocked the profiles of several U.S. journalists from the company's China-based platform this week, citing "prohibited content." My account was one of the profiles affected.

Why it matters: LinkedIn is one of the only large American social media platforms to agree to the Chinese government's demands to censor content, and is tasking its own employees with restricting what users in China can see.

Desperate times for distressed investors

China’s Evergrande is giving hedge fund managers who invest in distressed situations what they’ve craved all year: a huge company with billions in debt trading at deeply discounted levels.

Yes, but: It’s a sign of the times that in order to access one of the only large distressed opportunities, they have to stretch into one of investing’s riskiest regions.

Scoop: Chinese tech firm sidesteps sanctions

Illustration: Aïda Amer/Axios

A tweak to U.S. export restrictions is letting a prominent Chinese tech company sidestep measures designed to punish the firm over its alleged involvement in the repression of Muslims within the country, records show.

Why it matters: The artificial intelligence company SenseTime's strategy to bypass those measures shows how companies deemed national security risks — or accused of complicity in human rights abuses — can bypass U.S. restrictions.

Milley says top Trump officials knew of calls to Chinese counterpart

Joint Chiefs of Staff Chairman Mark Milley told senators on Tuesday that top Trump officials, including chief of staff Mark Meadows, were briefed on calls he made to reassure his Chinese counterpart that former President Trump would not launch a surprise attack in his final days in office.

Why it matters: Some Republicans have accused Milley of disloyalty and demanded he resign in the wake of the revelations, which were first reported in Bob Woodward and Robert Costa's new book. Milley insisted in his testimony the calls were completely appropriate and intended to de-escalate the possibility of conflict with China.
