The U.S. will not offer Iran concessions just to get nuclear talks restarted, a senior U.S. official told reporters, rejecting an Iranian demand for "a goodwill gesture," such as the release of $10 billion in frozen Iranian funds.

Why it matters: Indirect talks between the U.S. and Iran over a mutual return to the 2015 nuclear deal have been suspended since the Iranian elections in June. There is no set date for talks to resume, but the Iranians have signaled it could happen in early November.

Iran fails to fully comply with nuclear monitoring agreement

The International Atomic Energy Agency said Sunday that Iran has failed to fully comply with the terms of a recently reached nuclear monitoring agreement, Reuters reported.

The big picture: Under the Sept. 12 agreement, Iran must allow the agency to access its monitoring equipment and replace its memory cards. Iran allowed agency inspectors to do their work everywhere except one location.

Huawei Technologies executive Meng Wanzhou reached a deal with the Justice Department that resolves the criminal charges against her and could pave the way for her to return to China, AP reports.

Why it matters: The deal settles a yearslong dispute involving the U.S., China and Canada, where Meng, Huawei's chief financial officer, has remained since her arrest there in December 2018, per AP.

The state of play: It's not yet clear whether the new deputy foreign minister, Ali Bagheri, will play as central a role in nuclear negotiations as his predecessor, Abbas Araghchi. Araghchi was Iran's chief nuclear negotiator since 2013, played a key role in reaching the 2015 deal and comes from the more moderate camp.
