The storm-damaged Manayunk Canal Towpath will reopen in the coming weeks.

Driving the news: Mayor Jim Kenney's administration is finishing up $300,000-$350,000 in repairs to the 2-mile stretch of the Schuylkill River Trail, Maita Soukup, a spokesperson for the city's Parks & Recreation Department, tells Axios.

Why it matters: The towpath's closure following Hurricane Ida last month has hurt Manayunk businesses that rely on its daily foot traffic, Gwen McCauley, executive director of the Manayunk Development Corporation, said.

  • "It's essential. It is not an amenity," she said.

October has arrived — and Halloween haunts are well underway in the city.

  • I recently checked out the spooky pop-up bar downtown, Nightmare Before Tinsel.

What I tried: The Blood Bag, which mixes Espolon Blanco tequila with orange liqueur, cranberry juice and Red Bull — and yes, it's served in a blood bag. If you go, I'd recommend this punch-like one to try.

A resident who lives in a nearby high-rise shared this video with Axios' Mike D'Onofrio

The late-night car drifting spectacle that brought traffic to a standstill outside City Hall on Saturday is still a hot topic throughout the city.

Mayor Jim Kenney blasted the illegal gathering in an emailed statement to Mike, calling it "incredibly and needlessly dangerous."

  • Kenney said he's working with police to "ensure that these reckless incidents do not happen in the future," but he didn’t provide any further details.

Muralist Kah Yangni and residents of Morris Home —the only residential recovery program in the country specifically catering to transgender communities — created the city's first mural showcasing trans and gender-nonconforming people.

  • "I think people ignore trans people a lot, and we're shoved to the side," Yangni tells Axios. "I hope when the rest of my community sees this, they feel important, seen and welcome."

Majority of Philadelphians with flood insurance to see rates increase

Data: QuoteWizard; Map: Thomas Oide/Axios

More than 70% of Philadelphians with flood insurance can expect to see their rates increase after the Federal Emergency Management Agency changed the way it prices the coverage this month.

Why it matters: Pennsylvania is already the fourth most expensive state in the U.S. for flood insurance, averaging around $1,326 a year, according to QuoteWizard/Lending Tree. That's compared to the national average of $958.

  • Philadelphia's average, at $970, is also above the national line.
