Revise taglines on Theme and Plugin landing pages to reduce confusion

Description

The taglines on the Theme and Plugin landing pages are a little confusing, as they seem to recommend installing ALL of the themes or plugins available. The taglines also don't make it clear that the plugins & themes available on wordpress.org are free, which I think is a missed opportunity.

For example:

https://wordpress.org/themes/ says "Add style to your WordPress site with 8,493 themes."

and https://wordpress.org/plugins/ says "Extend your WordPress experience with 58,798 plugins."

I recommend changing them to the following:

Add style to your WordPress site! Browse 8,478 free themes.

Extend your WordPress experience! Browse 58,771 free plugins.

The recommended language a little less concise, but much less confusing.

Heh. Pretty sure the singular is never going to get used on those, but props for sticking to the standards. 🙂
