[Feature] Navigation Screen and [Block] Navigation issues and PRs that are important for the WordPress 5.8 release to replace the Menus screen with a block-based editor.

New blocks or improvements to existing blocks being done as part of Gutenberg Phase 2. If a block has a number of issues being worked on a temporary project board might be created.
