Request for Proposal: Public Relations Services (9 August 21)

The Internet Corporation for Assigned Names and Numbers (ICANN) organization is soliciting proposals to identify a public relations service provider to partner in the development and implementation of a unique awareness campaign.

The objective of the specific project is to build awareness of the importance of enabling Internet users to access the Internet in languages and scripts other than English or American Standard Code for Information Interchange (ASCII) character sets, and to support the ICANN community's efforts to encourage software developers and back-end providers to adopt Universal Acceptance standards. This effort is the beginning of what will be a multiyear approach in support of the next round of generic top-level domain (gTLD) applications, pending approval by the ICANN Board.

This will be a global awareness campaign with emphasis in Africa, Asia, and Latin America. To be considered, providers must have a global footprint, with a physical presence outside of the United States.

The RFP is open for responses from 9 August 2021 through 3 September 2021.

Request for Information: Systems and Processes for SSAD (21 June 21)

The Internet Corporation for Assigned Names and Numbers (ICANN) organization is conducting a Request for Information (RFI) to answer questions outlined in the SSAD ODP Scoping Document, as directed by the ICANN Board. This RFI is intended to:

  • Solicit industry knowledge and already in-place methodologies that may support or deliver the SSAD-related recommendations to complete ICANN org's ODA
  • Potentially identify industry leaders as it relates to the vision of the SSAD for a possible future Request for Proposal (RFP) should:

    • The ICANN Board adopt the SSAD-related recommendations in the future, and
    • ICANN org decides to outsource some or all of the SSAD-related work including designing, development, and ongoing operations of the system.

This RFI will play a crucial role in helping to identify a potential functional and centralized mechanism to handle requests for non-public registration data that can serve the global Internet community.

It should be noted that this RFI will not directly lead to a Request for Proposal (RFP) or contracting. The recommendations related to SSAD are currently pending the ICANN Board's consideration. The information and solutions proposed in this RFI may shape the org's proposed solution. A Request for Proposal (RFP) may be issued in the future if the ICANN Board adopts the SSAD recommendations upon completion of the org's ODP inclusive of this RFI, and if ICANN org determines to outsource some or all of the SSAD-related work including designing, development, and ongoing operations of the system.

The Internet Corporation for Assigned Names and Numbers (ICANN) organization is soliciting proposals to perform a survey of academic and industry literature related to the deployment of the DNS Security Extensions (DNSSEC), to find and document the different techniques and metrics used to measure all aspects of DNSSEC deployment, to make recommendations to ICANN org for which metrics to measure to obtain the most comprehensive view of DNSSEC deployment across the Internet, and to write a comprehensive report detailing the findings.

Request for Proposal: Root Zone Update Process Study (28 April 20)

The Internet Corporation for Assigned Names and Numbers (ICANN) is seeking to identify a provider qualified to conduct a study about the processes and systems used to make changes to the highest level of the Domain Name System (DNS) structure: the root zone.

The objective of this study is to investigate whether there is a need to increase (and if so, how) the robustness of the operational arrangements for making changes to the root zone content, identifying any single points of failure that may exist and, should they exist, offering recommendations on how to reduce or eliminate them. This study is called for in the proposal [PDF, 2.31 MB] to transition the Internet Assigned Numbers Authority (IANA) functions to the private sector. The provider will write a document outlining their findings and propose changes to address any weaknesses identified as a result of the investigation.

The Internet Corporation for Assigned Names and Numbers (ICANN) is seeking one or more providers to facilitate the sourcing and pre-configuration tasks for servers equipment for our global network infrastructure.

At appropriate intervals commensurate with the expected longevity of hardware, ICANN's DNS Engineering function refreshes its infrastructure components to ensure that equipment is both current and supported for ICANN production services. The new servers and network equipment are intended to replace or augment existing systems and services provided by ICANN's DNS Engineering function.

Participants who have already used the sourcing tool may continue to use the same credentials and do not need to request access again.

The ICANN organization has established the need to continue to expand the IMRS by installing a cluster in Singapore, resulting in increased root server capacity for the Asian region and resulting in increased resiliency of not just the IMRS, but the entire Root Server System.

The Internet Corporation for Assigned Names and Numbers (ICANN) is seeking to identify a contractor to perform the research, analysis, and writing necessary to produce Study 1 of the Name Collision Analysis Project (NCAP).

Name collision refers to the situation where a name that is defined and used in one namespace may also appear in another. Users and applications intending to use a name in one namespace may attempt to use it in a different one, and unexpected behavior may result where the intended use of the name is not the same in both namespaces.

Request for Proposal (Update): ICANN's Technical Compliance Monitoring System (10 April 19)

The Internet Corporation for Assigned Names and Numbers (ICANN) is seeking to identify a provider to develop and maintain a Technical Compliance Monitoring system. The Technical Compliance Monitoring system is intended to enable the ICANN organization to help generic top-level domain (gTLD) registries and registrars ensure compliance with ICANN's consensus policies, as well as the provisions described in the 2017 gTLD Base Registry Agreement and the 2013 Registrar Accreditation Agreement (contracted parties' agreements).

This system will allow the ICANN org to operate more efficiently and engage parties in a consistent, transparent manner for issues related to compliance with the contracted parties' agreements.

The ICANN organization's EBERO program is intended to ensure protection of registrants in the event of a registry failure. Ensuring the successful transfer of a failing generic top-level (TLD) aligns with the ICANN org's objective to support a healthy, stable, and resilient unique identifier ecosystem and is consistent with its mission and bylaws.

The primary objective of this RFP is to identify one or more providers suitable to support the ICANN org's ability to respond to and coordinate the emergency recovery of a gTLD registry. The ICANN org intends to identify one or more providers in regions where the largest number of New gTLD Program registries are currently based —Asia Pacific, European, and North American regions. Additional considerations include sharing a mutual responsibility to Internet users in their desire to ensuring the stability of the Internet.

The intent is to identify a qualified shipping and logistics supplier that will be responsible for managing all aspects of shipping ICANN's equipment to and from various global meeting locations.

Expertise in international shipping and logistics is necessary to ensure the successful temporary import of our equipment and that critical deadlines for delivery are met. Logistics may include carnet document management, import and customs clearance, regional temporary storage logistics, and timely pickup/delivery logistics to multiple cities each year.

The Internet Corporation for Assigned Names and Numbers ("ICANN"), is soliciting proposals to identify a provider that will develop and maintain software for its affiliate Public Technical Identifiers (PTI) that will replace the existing Domain Name System Security Extensions (DNSSEC) Key Signing Key (KSK) Management Tools. These tools comprise a critical component of the delivery of the IANA functions by PTI. The selected provider, in coordination with PTI, will be responsible for all aspects of development and implementation including design, programming, testing and configuration. All deliverables must be created under formal guidelines with comprehensive documentation. The software will be published under an open source license and must incorporate industry best practices with documented test cases that will be shared with the Internet community.

The DNSSEC KSK Management Tools are a set of software utilities to manage the KSK life cycle, including processing Key Signing Requests (KSRs) and generating Signed Key Responses (SKRs), as part of executing the Root Zone KSK ceremonies.

PTI seeks a well-qualified provider to develop and maintain this new software based on provided requirements, to provide ongoing maintenance and to develop potential future enhancements. This software will help improve the efficiency and resiliency of management of the Root Zone KSK, which can also be leveraged by other DNSSEC practitioners in their operations.

These RPMs are services provided through ICANN's Trademark Clearinghouse (TMCH) for trademark owners.

RPMs refer to those policies and processes developed to provide workable mechanisms for trademark owners to either prevent or remedy certain unauthorized use of their trademarks in the domain name system. The Sunrise service provides priority access to rights holders to request domain names associated with their trademark(s). The Trademark Claims service provides notification to: (a) a potential domain name registrant attempting to register a domain name that matches a trademark record entered into the TMCH, and (b) a rights holder after registration of a matching domain name.

As Sunrise and Trademark Claims RPMs have not been subject to policy review to date, no comprehensive, publicly available data currently exists that measures their effectiveness. By surveying the specific respondent groups identified by the ICANN community as most affected by Sunrise and Trademark Claims RPMs, ICANN aims to assist the community to evaluate the efficacy of these RPMs, as well as bolster ICANN's data collection efforts related to the RPMs.

The Internet Corporation for Assigned Names and Numbers ("ICANN") is seeking a provider to conduct an independent assessment of its Nominating Committee (NomCom).

The Nominating Committee (NomCom) is an independent committee tasked with selecting members of the Board of Directors as well as other key positions within ICANN's structure.

It is designed to function independently from the ICANN Board, Supporting Organizations, and Advisory Committees. NomCom members act only on behalf of the interests of the global Internet community and within the scope of the ICANN mission and responsibilities assigned to it by the ICANN Bylaws.

NomCom members contribute understanding of the broad interests of the Internet community as a whole, and knowledge and experience of specific Internet constituencies who have appointed them.

The objective of this RFP is to identify an independent assessor to conduct a comprehensive assessment of the NomCom including (but not limited to) the continued purpose of the NomCom within the ICANN structure; how effectively the NomCom fulfills its purpose and whether any change in structure or operations is needed; and the extent to which the NomCom as a whole is accountable to the wider ICANN community.

The Review is scheduled to take place from 17 April 2017 through 31 May 2018.

The Ombudsman serves an important function; he acts as an informal dispute resolution office for the ICANN community, who may wish to lodge a complaint about ICANN staff, board or problems in supporting organizations. The purpose of the office is to ensure that the members of the ICANN community have been treated fairly.

The objective of this RFP is to identify an independent assessor to conduct a comprehensive assessment of the current Office of the Ombudsman charter and operations, including its unique role in the ICANN community, against relevant best practices and provide recommendations necessary to ensure that the Office of the Ombudsman has the tools, independence, and authority needed to be an effective voice for ICANN stakeholders.

The Review is scheduled to take place from 1 March 2017 through 15 April 2017.

The Internet Corporation for Assigned Names and Numbers' ("ICANN") New Generic Top-Level Domain (gTLD) Program has enabled hundreds of new generic top-level domains to enter into the domain name system (DNS) since the first delegations occurred in October 2013.

A number of safeguards were built into the Program that were intended to mitigate rates of abusive, malicious, and criminal activity in these new gTLDs, such as phishing, spam, malware distribution, and botnet command-and-control. ICANN is currently engaged in a review of these safeguards and their effects on rates of DNS abuse, and is seeking a provider to conduct a study examining rates of malicious and abusive behavior in the global DNS.

The goal of this study is to identify and define the strengths and weaknesses in the industry ecosystem within the region, and develop recommendations on how to advance the industry and bring it closer to the opportunities available.

The ICANN's Latin America and the Caribbean Strategic Plan defined four key areas of interest as strategic focus for the region. Two of those, namely Capacity Building and Outreach; and Economic Issues contemplate aspects to further develop the domain name industry.

The study at a minimum will investigate the current state of the Internet and the domain name industry in the region, define best practices that have made an impact in domain name market growth, look at the broader ecosystem of the Internet infrastructure and online services and describe the impact of such elements on the overall evolution of the domain name industry, describe the business potential in the domain name industry in this region, and provide suggestions on how to develop the industry and what business models can be adopted in the entire industry chain. The study will include data, analysis, and recommendations.

The final report of the study is to be delivered no later than 23rd May 2016.

The Internet Corporation for Assigned Names and Numbers ("ICANN") is seeking provider(s) to develop Label Generation Rules (LGRs) for multiple languages (and scripts) for use at the second level, based on a new machine readable formal representation available at https://tools.ietf.org/html/draft-davies-idntables.

In the new gTLD program, during Pre-Delegation Testing (PDT) ICANN has noted a large number of IDN table submissions. The IDN tables submitted by the new gTLD registries varied in the repertoire of characters included and the contextual rules. In order to improve consistency of testing and stability of registry operations of new gTLDs, ICANN has approved the development of reference LGRs for the second level for use in Pre-Delegation Testing (PDT) and the Registry Service Evaluation Process (RSEP).These tables will be developed based on authoritative sources, validated by experts and then finalized based on community feedback. Once finalized, these will be published openly by ICANN.

ICANN intends to use these reference LGRs for the second level for internal operations and will make them available for the community.

Domain Name System
Internationalized Domain Name ,IDN,"IDNs are domain names that include characters used in the local representation of languages that are not written with the twenty-six letters of the basic Latin alphabet ""a-z"". An IDN can contain Latin letters with diacritical marks, as required by many European languages, or may consist of characters from non-Latin scripts such as Arabic or Chinese. Many languages also use other types of digits than the European ""0-9"". The basic Latin alphabet together with the European-Arabic digits are, for the purpose of domain names, termed ""ASCII characters"" (ASCII = American Standard Code for Information Interchange). These are also included in the broader range of ""Unicode characters"" that provides the basis for IDNs. The ""hostname rule"" requires that all domain names of the type under consideration here are stored in the DNS using only the ASCII characters listed above, with the one further addition of the hyphen ""-"". The Unicode form of an IDN therefore requires special encoding before it is entered into the DNS. The following terminology is used when distinguishing between these forms: A domain name consists of a series of ""labels"" (separated by ""dots""). The ASCII form of an IDN label is termed an ""A-label"". All operations defined in the DNS protocol use A-labels exclusively. The Unicode form, which a user expects to be displayed, is termed a ""U-label"". The difference may be illustrated with the Hindi word for ""test"" — परीका — appearing here as a U-label would (in the Devanagari script). A special form of ""ASCII compatible encoding"" (abbreviated ACE) is applied to this to produce the corresponding A-label: xn--11b5bs1di. A domain name that only includes ASCII letters, digits, and hyphens is termed an ""LDH label"". Although the definitions of A-labels and LDH-labels overlap, a name consisting exclusively of LDH labels, such as""icann.org"" is not an IDN."
