I updated the banner with a new notice but user who closed previous message will not get the new update? How do I manually reset the cookie to a new value for it to be able to show again?

I found a solution by ticking the close button box and re-enabling it. This is a way to reset the cookie.

That works, you could also use this solution posted in the FAQ, https://wordpress.org/plugins/simple-banner/#how%20do%20i%20re-enable%20my%20banner%20after%20i%20hit%20the%20close%20button
