Philippe FouquartThe ISPCP congratulates Philippe Fouquart, one of the ISPCP's representatives to the Generic Names Supporting Organization (GNSO) Council, on his election as GNSO Council Chair for the 2020-2021 term!

The election occurred during the GNSO Council meeting held at the ICANN Annual General meeting on the 21 October 2020.

About the GNSO: The Generic Names Supporting Organization fashions (and over time, recommends changes to) policies for generic Top-Level Domains (e.g., .com, .org, .biz). The GNSO strives to keep gTLDs operating in a fair, orderly fashion across one global Internet, while promoting innovation and competition. Sample GNSO issues: When you register a domain name, what services must the registrar provide? If you forget to renew your domain name, and it expires, can you get it back? Mission of the ISPCP

The Internet Service Providers and Connectivity Providers (ISPCP) operate Internet backbone networks and/or provide access to Internet and related services to End Users. They are key players of the Internet and have an essential role in its stability and development. As a consequence, they contribute toward fulfilling the aims and goals of ICANN. Since the creation of ICANN, those players formed a constituency to bring their specific and unique expertise to ICANN.

The ISPs and Connectivity Providers Constituency forms an integral part of the generic Name Supporting Organization (GNSO) assigned, according to ICANN Bylaws, Article XX, Section 5, as a representative member of the Commercial Stakeholders Group (CSG) in the Non-Contracted Parties House. The role of the ISPCP Constituency goes beyond this GNSO participation: it takes an active part in many Supporting Organizations, Advisory Committees, and Working Groups within ICANN’s diverse structure.

Among the numerous topics where they expressed the views of their community, one could mention:
  • Universal Acceptance of new gTLDs
  • New gTLDs and their impact on the network
  • IANA transition, a milestone in the history of the Internet
  • Whois policies
  • IP addressing
  • Institutional evolution of ICANN, notably the Affirmation of Commitments

The Constituency ensures that the views of Internet Service Providers and Connectivity Providers contribute toward fulfilling the aims and goals of ICANN. The ISPCP actively participates in the work of ICANN to ensure that policy development guarantees and enhances the operational stability of the Internet and the needs and interests of ISP and connectivity providers. The Constituency also cares about safeguarding the interests and concerns of the ISP and connectivity industry. The Constituency fulfills its roles and responsibilities while adhering to the relevant ICANN bylaws and Operating Procedures.

Recently, Wolf-Ulrich Knoben, ISPCP Chairman, spoke as a part of a panel to discuss the ISPCP's role within the Commercial Stakeholder Group (CSG) during ICANN62 Panama.

 


Meetings

Membership meetings are held (at a minimum), once a month via teleconference, to advance policy and matters important to its members. Face-to-face meetings are held during ICANN Public Meetings around the world.

The Benefits of Membership

The ISPCP is represented primarily through Associations recognized as qualified to represent a broad range of commercial interests within the ISPCP.

Business and commercial entities are also allowed to apply for membership if they

  1. are ISPs or connectivity providers (as defined in Section 2 of our Articles, and our Operating Procedures) and
  2. demonstrate, that the activities of the GNSO commercially affect themselves and
  3. understand, that the Delegates appointed need to participate on a regular basis in the work of the Constituency.

The ISP and Connectivity Providers (ISPCP) Constituency is an integral part of the generic Name Supporting Organization (GNSO). The ISPCP is particularly attentive to the needs and concerns of ISPs and connectivity providers and balance these with the public interest.
