Cost of Attendance
Cost of Attendance (COA) is established for use in determining Federal Student Aid eligibility. COA is the estimate of a student’s educational expenses for one academic year (two terms), as a full-time student. The Higher Education Act of 1965, as amended, defines COA components for all federal student aid programs. These components include direct costs, such as tuition and fees, and indirect costs, like room and board. COA can be adjusted annually to reflect changes to these cost components.
Cost of attendance will vary depending on your program of study, credit hour enrollment, and housing status. Students are not allowed to receive aid that exceeds their cost of attendance. It is important to budget wisely and make responsible borrowing decisions.
Tuition and Fee Rates
- Tuition: $285 per undergraduate credit hour
- Tech Fee*: $65 per course

Our doctoral programs are offered in fixed-term cohorts. Costs are based on each program year in the cohort and may span more than one academic year.
Doctoral of Global Security
- Program Year One: $20,022 (3 terms x $6,674) includes residency room & board. Transportation/Travel: $500 for residency held in Washington DC metro area.
- Program Year Two: $20,022 (3 terms x $6,674). Residency-International Experience: $4,000 to complete an international experience as approved by your Program Director.
- Program Year Three: $10,010 (2 terms x $5,005) includes residency room & board. Transportation/Travel: $500 for residency held in Washington DC metro area.
- Dissertation phase: $863 per one credit term until the dissertation is defended and all graduation requirements are complete.
- Course materials: Textbooks and/or ebooks provided free of charge.
For students starting their program in the January 2018 or May 2018 Cohorts
- Program Year One: $24,021 (3 terms x $8,007) includes residency room & board. Transportation/Travel: $500 for residency held in Washington DC metro area.
- Program Year Two: $24,021 (3 terms x $8,007) residency costs are included.
- Program Year Three: $12,012 (2 terms x $6,006) includes residency room & board. Transportation/Travel: $500 for residency held in Washington DC metro area.
- Dissertation phase: $863 per one credit term until the dissertation is defended and all graduation requirements are complete.
- Course materials: Textbooks and/or ebooks provided free of charge.
Doctoral of Strategic Intelligence
- Program Year One: $20,022 (3 terms x $6,674) includes residency room & board. Transportation/Travel: $500 for residency held in Washington DC metro area.
- Program Year Two: $20,022 (3 terms x $6,674). Residency-Conference Presentation: $1,500 to present at an academic conference as approved by your Program Director.
- Program Year Three: $10,010 (2 terms x $5,005) includes residency room & board. Transportation/Travel: $500 for residency held in Washington DC metro area.
- Dissertation phase: $863 per one credit term until the dissertation is defended and all graduation requirements are complete.
- Course materials: Textbooks and/or ebooks provided free of charge.
‘Public safety officer’’ means—
- (A) an individual serving a public agency in an official capacity, with or without compensation, as a law enforcement officer, as a firefighter, or as a chaplain;
- (B) an employee of the Federal Emergency Management Agency who is performing official duties of the Agency in an area, if those official duties—
- (i) are related to a major disaster or emergency that has been, or is later, declared to exist with respect to the area under the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5121 et seq.); and
- (ii) are determined by the Director of the Federal Emergency Management Agency to be hazardous duties;
- (C) an employee of a State, local, or tribal emergency management or civil defense agency who is performing official duties in cooperation with the Federal Emergency Management Agency in an area, if those official duties—
- (i) are related to a major disaster or emergency that has been, or is later, declared to exist with respect to the area under the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5121 et seq.); and
- (ii) are determined by the head of the agency to be hazardous duties; or
- (D) a member of a rescue squad or ambulance crew who, as authorized or licensed by law and by the applicable agency or entity, is engaging in rescue activity or in the provision of emergency medical services.
- Off-campus room and board: $7,608
- Military or with parent room and board: $3,808
- Personal expenses: $2,392**
- Textbooks and ebooks effective 1/1/2020: Master's or graduate certificate materials are $250/course or $0 for all active-duty military students.***
**Students with less than half time enrollment do not have cost allowance for personal expenses
***A new master's-level book grant will be available to active-duty service members, their spouse/dependents, Guard members, and Reservists, providing no-cost textbooks and ebooks for master’s-level courses.
