Comment: Water is not flowing properly into our downspout. It appears there is a clog at the joint on the second floor which is where the two gutters meet -- one gutter that serves the roof (of a three story rowhome) and another gutter that serves the 3rd floor balcony. Whenever it rains hard it overflows from this joint. Would like someone to clear this out. Secondarily, would also like someone to install (a) a means of blocking entry to the space beneath the 3rd floor balcony from (raccoons like to make that their home), and (b) to recommend potential gutter system to serve the drainage from underneath the balcony.
