    Exxon proposed a $100 billion "CCS hub." To make the math work, it wants government handouts. Lots of them. The $50/ton CO₂ Q45 tax credits aren't enough. Fine. But then it can't think a $50/ton CO₂ tax, trading away other regs—"regulatory simplification"—is enough.

    Add to that last week's net-zero report saying "new oil or gas fields" and you see the dominos falling. None of it alone, of course, means much on its own. What matters is how it translates into concrete action. There may be a simple test to tell.

    Shell must cut its CO₂ 45% by 2030, all of it, including from the oil it sells. Chevron must come up with its own absolute, Scope 3 CO₂ target. Exxon management lost a board vote to a hedge fund holding 0.02% of its stock. And that was Wednesday.
