The Nuclear Energy Agency under the Organisation for Economic Co-operation and Development

On March 21, 2007, the Joint Declaration on Cooperation between the Russian Federation and the Nuclear Energy Agency of the Organisation for Economic Co-operation and Development (OECD NEA) was signed in the field of peaceful uses of nuclear energy. From that time on, Russia began to participate in the activities of the OECD NEA as an observer.

On January 1, 2013, Russia officially became a full member of the OECD NEA.

Federal Environmental, Industrial and Nuclear Supervision Service represents Russia in the Committee on Nuclear Regulatory Activities and the Committee on Decommissioning of Nuclear |Installations and Legacy Management. The State Corporation Rosatom participates in the activities of the other committees, and individual representatives of Rostechnadzor participate there as observers. Rostechnadzor also takes part in the activities of the Regulators’ Forum of the Radioactive Waste Management Committee.

As of the end of 2020, the following 9 working groups operate in the Committee on Nuclear Regulatory Activities:

Working Group on Operating Experience (WGOE);

Working Group on the Regulation of New Reactors (WGRNR);

Working Group on Inspection Practices (WGIP);

Working Group of the Safety of Advanced Reactors (WGSAR);

Working Group on Safety Culture (WGSC);

Working Group on Digital Instrumentation and Control (WGDIC);

Working Group on Codes and Standards (WGCS);

Working Group on Public Communication (WGPC);

Working Party on Boiling Water Reactors (WPBWR).

In order to improve the efficiency of its activities, Rostechnadzor analyzes and uses the results of the OECD NEA. Many documents developed by the NEA Committee on Nuclear Regulatory Activities have been translated into Russian and are used by Rostechnadzor specialists in the development of documents related to safety regulation in the use of atomic energy.

The OECD NEA also serves as the technical secretariat for the Multinational Design Evaluation Programme (MDEP), of which Rostechnadzor is a member.
