Looks good to me! Are we able to add a description? Meaning like so:
I'd love to explicitly give examples. "For creating issues that don't fit the other options but are still relevant to the project (general feedback, discussions, overviews, etc)." This seems to fit okay:

Not allowing blank issues seemed like a good idea at the time (#27570) but in practice it's annoying for when we are creating issues that don't fit in with any particular template: discussions, overviews, collecting dev notes, tasks, etc.
This PR flips the
