Automate meta contributor badge assignment when receiving props

Profile badges don't seem to automatically appear for all areas. My core and plugins badges appeared on my profile on their own (as far as I can tell), but my Speaker badge had to be added manually with some difficulty, and my Meta badge hasn't appeared at all after getting first props a few weeks ago (see [2016]).

Re-targeting this ticket. An open ticket for automating everything isn't going to be fixed any time soon. :) Let's fix the problem that exists and think through the rest of the profile badges.

@morganestes: Your meta badge (and those for everyone else) have been assigned when appropriate up to the most recent meta commit. Currently the badge isn't automatically assigned. I'm looking at a few related things, and once implemented, this and any other activity-triggered badges will be automated.

Let's leave it open as a placeholder. I've retitled the ticket to be more descriptive of what we want. In truth, once it is automated for one trac it'll be automated for them all, but if someone is keen to raise a specific lack of a meta contributor badge in the meantime, they can do so here (though I'll be parsing more regularly).

I spoke at WordCamp Nepal 2015 but speaker badge don't appear on my profile yet. Can you please have a look on that.

@Bipin Singh, that's a separate issue; see #683, #681, #703. I tried to reset your speaker badge, but it didn't work, possibly because of the space in your username. The plan is to fix all of those bugs as part of a v2 for Profiles, which will probably be sometime later this year.

@iandunn, FYI, I found that another user with username bipin (https://profiles.wordpress.org/bipin) was Confirmed as a speaker for WordCamp Nepal 2015 (5 months ago) instead of me (Bipin Singh https://profiles.wordpress.org/bipin-singh). However, it doesn't seems that he got speaker badge too.

I tried resetting your badge again, and it worked this time. I'm guessing that's because one of the bugs was recently fixed in r2743. Let me know if you notice any problems in the future.

I recently recieved props for a ticket to Meta and haven't seen the badge appear yet. Is this still a manual thing or has it been fixed to auto assign and I just need to wait a bit?

Wait a bit. I've clarified the docs for badges to hopefully manage expectations. This ticket will be closed when the badge assignment happens in realtime.
