Managing dropdown/popover widths is a tricky thing, and it isn't a problem specific to Gutenberg.

Hopefully we'll be able to absorb something from G2 Components that would enable us to fine-tune these UIs via React props (rather than CSS)

I'm merging this since the CI failures are not related to this PR and Query toolbar doesn't seem good without this css fix, to be included in the RC
