Los Angeles: On October 22, 2020, around 6:50 p.m., a resident of El Sereno was crossing Bullard Avenue when a vehicle collided into him knocking him onto the roadway. The driver of the suspect vehicle stopped, exited the vehicle, reentered his vehicle, and fled the scene without rendering aid or identifying himself. The suspect fled westbound on Alhambra Avenue from Bullard Avenue. The driver failed to remain at the scene, render aid, and identify themselves as required by law.

The driver is described as a 30-40-year-old Hispanic male wearing a gray shirt and blue jeans. The suspect's vehicle is described as a white pick-up truck.

The victim is described as a 75-year-old male Hispanic.

The Los Angeles Fire Department paramedics responded to the scene and transported the pedestrian to a local hospital where he was admitted to the Intensive Care Unit with severe injuries. He is in critical condition but stable.

Drivers are reminded to drive at a safe speed and if you become involved in a collision, you should pull over and stop as soon as it is safe to do so, notify emergency services, and remain at the scene to identify yourself.

On April 15, 2015, the City Council amended the Los Angeles Administrative Code and created a Hit and Run Reward Program Trust Fund. A reward of up to $25,000 is available to community members who provide information leading to the offender's identification, apprehension, and conviction or resolution through a civil compromise.

Los Angeles: Los Angeles Police Department's (LAPD) Force Investigation Division is investigating an Officer-Involved Shooting (OIS) that occurred in Southwest Division.

On October 17, 2020, around 11:30 p.m., uniformed patrol officers were northbound on Budlong Avenue from Jefferson Boulevard when they saw a shooting in progress. A grey sedan was stopped in the roadway, facing southbound and two passengers, suspect 1 and suspect 2, from the vehicle had exited and were firing handguns at a victim. The victim ran north on Budlong Avenue, pursued by suspect 2. When the officers stopped their vehicle, suspect 1 turned and pointed his handgun in the direction of the officers; at that time there was an officer-involved shooting.

Suspect 1 entered the passenger side of the grey sedan, which fled south on Budlong Avenue and crashing into a pole at Budlong Avenue and 35th Street. The occupants of the sedan fled on foot.

A large perimeter was established to search for the suspects. While maintaining the perimeter, a male was detained by officers. The male, later identified as 34-year-old Brandon Maxwell, was the registered owner of the grey sedan and had minor injuries, which appeared to be from broken glass. Maxwell was booked for attempt murder. No additional suspects were found during the search.

No officers were injured during the incident.

Two handguns were located at the scene and booked as evidence.

LAPD's specialized Force Investigation Division (FID) responded to the scene and began interviewing witnesses and collecting forensic evidence.

The complete investigation will be reviewed by the Chief of Police and the Board of Police Commissioners and the Office of the Inspector General to determine the thoroughness and accuracy of the investigation and whether the use of deadly force complied with LAPD's policies and procedures. Additionally, the Los Angeles County District Attorney's Office will review the subsequent FID investigation; evidence collected and witness statements to determine if the force used by the officers(s) was reasonable.

Los Angeles: Detectives from the Los Angeles Police Department's 77th Area are seeking the public's help in identifying an attempt kidnapping suspect.

On October 18, 2020, around 6:00 p.m., the victim went to a local restaurant on the 100 block of West Manchester Avenue. The suspect walked up to victim as she was walking to her car and demanded that victim hand over victim's young brother. Suspect tried to grab the 1-year-old brother and claimed he was her child. Victims walked to their vehicle and the suspect followed them. Suspect once again tried to take the child from victim's hands. The victim asked for help and ran back into the restaurant. The same suspect then made her way to the 8000 block of South Main Street and entered a gated apartment courtyard. Several children were playing in the courtyard and suspect grabbed a 5-year-old child and tried to leave the area with him. Family members observed the suspect trying to carry out the child and stopped suspect from taking him.

The suspect has been described as a Hispanic female between 20 to 35-years-old, standing approximately 5 feet 6 inches tall and weighing around 135 pounds with short cropped brown hair. She was wearing a white shirt, light green shorts, and dark slippers.

Residents in the area should consider the following:
· Always be alert to your surroundings and the people around you.
· Try to stay in well-lit areas.
· If you feel you're being followed, walk to a well-populated area.
· Report the crime to the police. Try to describe the attacker accurately.
· Your actions can help prevent others from becoming victims.

On October 16, 2020 at 10:45 p.m., at the 7th Street and Metro train station, the suspect became involved in a verbal dispute with the victim on the MTA Red Line train. The dispute escalated and the suspect armed herself and stabbed the victim, ultimately causing his death.

The suspect is described as a female, possibly White or Hispanic, 25-30 years of age. The suspect was last seen exiting the Red Line train, at the 7th & Metro station pushing a distinctive green bicycle.

The suspect should be considered ARMED and DANGEROUS; if seen do not attempt to contact her, call 9-1-1 immediately.

South Los Angeles:  On October 14, 2020, around 9:50 p.m., a group of individuals were seated in their vehicles in the parking lot of a gas station on the corner of 111th Street and Figueroa Street. The suspect, who was alone, walked up and pointed a firearm at the group of individuals.  A Los Angeles Police Department Southeast patrol unit was driving westbound on 111st Street when they observed what was taking place.  They stopped their patrol vehicle, exited, and gave the suspect direction to put his gun down.  At that time there was an officer-involved shooting.  The suspect was struck by gunfire and pronounced dead at the scene. A firearm was also recovered and collected as evidence by detectives.

On October 15, 2020, around 2:30 a.m., a female protester at the scene of the officer-involved-shooting, crossed the yellow Los Angeles Police Department crime scene tape and entered the restricted area.  Officers detained her at which time 6 additional suspects crossed the crime scene tape and attempted to free the female from police custody. A struggle ensued between the individuals and the officers. Ultimately, seven people were arrested for willfully resisting and obstructing a police investigation (California Penal Code Section, 148 P.C.).  The seven individuals were not from the immediate area. One officer sustained an injury to their hand which required medical treatment.

Pacoima:  Detectives from the Los Angeles Police Department’s Operations-Valley Bureau Homicide are asking for the public’s help in providing any information that would lead to the identification and arrest of the suspects involved in a fatal shooting.

On October 14, 2020, around 2:40 a.m., Foothill Area Patrol officers responded to a radio call of "shots fired” near Ralston Avenue and Van Nuys Boulevard.     

Upon arrival units were directed to the Victim-Cruz who was lying on the sidewalk near the 13100 block of Van Nuys Boulevard.  Officers then discovered that a second shooting Victim-Mendez had been transported by citizens to a local hospital.   

Operations-Valley Bureau Homicide responded and assumed investigative responsibility.  Their investigation revealed that the two victims were walking west on Van Nuys Boulevard when they were approached by a male Hispanic.  The male asked them where they were from.  He then pointed a handgun at the two victims, and fired twice, striking both victims.  The Suspect fled in a dark vehicle.  

The victim of the homicide was identified as 31-year-old, Andres Cruz, 31-years-old.  Second shooting Victim-Mendez was treated and released from the hospital.

Los Angeles:  Los Angeles Police Department detectives have recognized a pattern of robberies in the West side of Los Angeles.  The same suspect has robbed or attempted to rob several men and women over the past month.  Most of the men and women that have been robbed were walking or jogging alone at night during the hours of 8:00 p.m. to midnight.    

The suspect has been described as a Black male in his twenties, driving a gray truck.  He has been armed with a handgun during the robberies and fired gunshots in at least two of the incidents.  Property taken during the robberies has mostly been limited to cell phones.

The affected neighborhoods include:  Mar Vista, West Adams, Picfair Village, Westchester, Mid-Wilshire, Carthay Circle, Beverly Grove, Fairfax, Crestview, Faircrest Heights, and Palms.

Residents in the area should consider the following:   

· Try to stay in well-lit areas.   
· Don’t walk alone at night and always avoid areas where there are few people.   
· Be careful when people stop you for directions. Always reply from a distance, and never get too close to the car.  
· If you feel you’re being followed, walk to a well-populated area.
· Don't resist. Give up your property, don't give up your life.
· Report the crime to the police. Try to describe the attacker accurately.  
· Your actions can help prevent others from becoming victims.

North Hollywood: Detectives from the Los Angeles Police Department's North Hollywood Area are seeking the public's help in identifying two robbery suspects.

Suspect #1, the driver, is described as a male Hispanic.

Suspect #2 , the passenger, is described as a male, Hispanic, 5 feet 6 inches tall, weighing 180 pounds. He was seen wearing a black hat, a black shirt and black pants.

The suspect vehicle is described as a white Ford Transit Connect van depicted below:

Los Angeles: On October 8, 2020 around 4:25 a.m., a 22-year-old female pedestrian was struck by a motorist traveling northbound on Avalon Boulevard south of 107th Street. The driver continued driving northbound on Avalon Boulevard dragging the pedestrian under the vehicle for a block and a half. The driver made an eastbound turn onto 106th Street where the pedestrian was dislodged from the vehicle just east of Avalon Boulevard. The suspect then fled the location in an unknown direction.

Los Angeles Fire Department paramedics responded and pronounced the pedestrian deceased at scene. The identity of the female will remain confidential until the next of kin has been notified.

Los Angeles: Detectives from the Los Angeles Police Department's Wilshire Area are seeking the public's help in identifying robbery suspects.

On September 26, 2020, around 10:50 a.m., the victim exited a convenience store and walked through the parking lot in the 5000 block of West Pico Boulevard. Two suspects approached the victim, physically assaulted him, and took his money. Both suspects fled the location.

Suspect #1, the driver, is described as a male Hispanic in his 40's, wearing a black t-shirt, black shorts, and red shoes.

Suspect #2 , the passenger, is described as a male Black, in his 40's, wearing a blue baseball cap, white t-shirt, and orange reflective vest.

The suspect vehicle is described as a late model, red, 2-door Honda Civic with California license plate ending in "2."

Los Angeles: Detectives from the Los Angeles Police Department's Rampart Area are investigating a hate crime which occurred in MacArthur Park.

On October 4, 2020, around 9:00 p.m., a transgender female victim was in MacArthur Park when she was approached by a group of three Hispanic suspects, two males and one female, 18-25 years of age. One of the suspects stated, "We don't want gays here!" The suspects surrounded the victim and proceeded to stab her multiple times. The suspects fled the area in a white Honda sedan. The victim was transported to a local hospital and is in stable condition.

Detectives are actively working this investigation and canvassing the area for witnesses and evidence. Due to the statement made to the victim, this is being investigated as a hate crime.

Hollywood: Detectives from the Los Angeles Police Department's Hollywood Area announce the arrest of James Otis for Felony Vandalism of the Donald Trump star on the Hollywood Walk of Fame.

On October 2, 2020, Otis used a pick axe to destroy the Donald Trump star. Recently on social media, Otis expressed his intention to damage the star, and in 2016 was arrested for the same charge.

During the investigation, and after reviewing video of the incident, it was determined the individual destroying the star appeared to be James Otis. Detectives contacted Otis' publicity team who relayed his desire to turn himself in for the recent crime. On October 5, 2020, Otis entered Hollywood Station where he was questioned by detectives and subsequently booked for 594(b)(1), Felony Vandalism. Bail was set in the amount of $20,000.

The Hollywood Chamber of Commerce estimated the damage to be over $3,000.

San Fernando: Detectives from the Los Angeles Police Department's Valley Bureau Homicide Division are seeking the public's assistance in identifying the suspect(s) responsible for the shooting death of a man.

On October 1, 2020, around 6:12 p.m., Foothill Area Patrol officers responded to a Radio Call of an, "Assault with a Deadly Weapon Shooting, Man Down," near the 13200 block of Del Sur Street. Upon arrival the officers observed the victim laying on the sidewalk in front of the location. He was unconscious and not breathing and suffering from a gunshot wound to the upper torso. The Los Angeles Fire Department Paramedics responded and pronounced the victim deceased at scene.

Valley Bureau Homicide was contacted and assumed responsibility of the investigation. Detectives canvassed the area however there were no witnesses that observed the shooting.

The Victim is an 18-year-old male, Hispanic from San Fernando. His identity is being withheld pending next of kin notification

Koreatown: On October 2, 2020 around 1:20 a.m., a black Jeep Grand Cherokee sports utility vehicle driving northbound on Wilton Avenue at 5th Street struck a pedestrian laying on the roadway. The driver of the black Jeep Grand Cherokee failed to stop, identify themselves, and render aid as required by law.

Los Angeles Fire Department paramedics responded and despite lifesaving efforts the pedestrian died at the scene. The victim is a 33-year-old female resident of Los Angeles.

Van Nuys: On August 24, 2020, at around 1:15 a.m., the suspect entered the victim's residence. While inside the residence the suspect entered a bedroom where two of the victim's minor children slept. He turned on the lights then turned them off and exited the room. This awakened one of the children. The suspect then walked into the victim's bedroom where she was sleeping alongside her husband. The suspect touched the victim's legs and then attempted to remove her shorts as he climbed on top of her. The victim woke up, screamed, and kicked the suspect off her. The victim's husband woke up then pushed the suspect out of the apartment.

Wilmington: The Los Angeles Police Department's Harbor Area Homicide Detectives are seeking the public's assistance in identifying the suspect(s) responsible for the drive-by shooting death of 18-year-old Raemond Jarrod Santos.

On September 30, 2020, around 1:50 a.m., Raemond Jarrod Santos was sitting in his vehicle in the 1200 block of North Drumm Avenue. Mr. Santos was parked at the east curb when a vehicle with unknown suspect(s) stopped next to his vehicle and fired multiple rounds in Mr. Santos direction.

Los Angeles Fire Department paramedics responded to render aid; however, Mr. Santos succumbed to his injuries and was pronounced deceased just after 3:00 a.m.

At this time, the detectives do not have any leads as to the suspect's identity and are asking for the public's help. Detectives are asking for any witnesses, who may provide a description of the vehicle, to please call Harbor Detectives.

Reseda: Detectives from the Los Angeles Police Department's Robbery-Homicide Division (RHD), Homicide Special Section (HSS), responded to a shooting investigation in Reseda.

On September 26, 2020, at approximately 5:45 a.m., an off-duty Los Angeles Police Department officer, while driving in his personal vehicle came under fire from an unknown suspect armed with a handgun. The suspect, at this time described only as a male Hispanic driving a black sports utility vehicle, fired at the officer while both vehicles were driving on Vanowen Street in the area of Lindley Avenue.

The shots struck the officer's vehicle, but the officer was uninjured.

At this time, the motive for this shooting is unknown.

A person of interest was identified, and his information was released to the press. This is to notify the public that the person identified, Kwan Dante Adams, a transient who frequents the area, has been arrested.

In the early morning hours of September 26, 2020, Detectives from the Los Angeles Police Department's Gang and Narcotics Division, Fugitive Warrants Section, located Kwan Adams in the Venice Beach area. He was detained without incident and booked for an outstanding robbery warrant. He remains in custody with No Bail. Detectives from Robbery-Homicide continue to investigate the crime that occurred on September 8, 2020.

Venice Beach: The Los Angeles Police Department's Robbery-Homicide Division (RHD) is requesting the community's assistance in providing any information about a person of interest in relation to a sexual assault and attempt murder investigation.
In the early morning hours of September 8, 2020, detectives from RHD, Special Assault Section (SAS) responded to a sexual assault and attempt murder investigation in the area of Ocean Front Walk and Anchorage Street. An unconscious victim suffering from severe head trauma was discovered laying on the ground outside of a restroom.
An individual identified as Kwan Dante Adams has been identified as a person of interest related to the attack. Kwan Dante Adams is described as a 24-year-old black man with black hair and brown eyes. He stands 6 feet 3 inches tall and weighs 200 pounds. He is known to have tattoos on his chest and arms. He is also wanted on a felony warrant for robbery.

Los Angeles:  The family and friends of Juan Carlos Hernandez and the Los Angeles Police Department are requesting the public’s assistance in locating him.

Juan was last seen on September 26, 2020, near the 3200 hundred block of West Adams Boulevard in Los Angeles. He was wearing a gray hoodie, light colored shorts, long black socks and dark Vans.  He hasn’t been seen since and his family is concerned.   

Juan is described as a male Hispanic, brown hair, brown eyes, 6 feet 2 inches tall and weighs 215 pounds.

On September 26, 2020, around 9:59 p.m., a male Hispanic, later identified as 29-year-old, Jose Guzman, entered the front lobby of the Harbor Community Police Station. Guzman was met by the Harbor Area uniformed desk officer at which time Guzman engaged the officer in a physical altercation by punching him on the face causing the officer to fall backwards onto the floor. While on the ground Guzman began to struggle over the officer's gun and managed to remove the gun from the officer's holster and gain control of the gun. Guzman continued his assault and hit the officer on the head with the gun causing lacerations and immediate bleeding. As Guzman stood up he pointed the gun at the officer and began to retreat towards the front door. The on-duty Assistant Watch Commander (AWC) responded to the front lobby at which point the officer informed the AWC that Guzman had his gun. As the AWC turned to address Guzman, he turned and fired at the AWC which precipitated an Officer-Involved-Shooting. Guzman was not struck by gunfire and fled the station in his vehicle.

Responding officers observed Guzman's vehicle and initiated a pursuit which terminated at Pacific Avenue and 17th Street, where he was taken into custody involving of a non-categorical use of force. Guzman sustained minor abrasions, was medically treated and was released for booking.

A loaded 9mm Berretta semi-automatic pistol was recovered from Guzman's vehicle.

The Los Angeles Fire Department paramedics responded to the scene and transported the officer to a local hospital where he was medically treated for non-life-threatening injuries and later released.

LAPD's specialized Force Investigation Division (FID) responded to the scene and began interviewing witnesses and collecting forensic evidence. A representative from the Office of the Inspector General responded and monitored the on-scene investigation.

The complete investigation will be reviewed by the Chief of Police and the Board of Police Commissioners and the Office of the Inspector General to determine the thoroughness and accuracy of the investigation and whether the use of deadly force complied with LAPD's policies and procedures. Additionally, representatives from the Los Angeles County District Attorney's Office who responded to the scene will review the subsequent FID investigation; evidence collected and witness statements to determine if the force used by the officers was reasonable.

The Los Angeles Police Department is aware of increasing military conflict between Armenia and Azerbaijan over the disputed Artsakh region. Any peaceful protests related to this conflict will be facilitated as protected free speech. However, violent behavior or vandalism by protestors will not be tolerated and will result in enforcement action or arrest.

The Los Angeles Police Department is committed to the rights, freedom, and safety of all Angelenos. Extra patrol will be given to both the Armenian and Azerbaijani communities within Los Angeles during this time of heightened tension.

Los Angeles:  Detectives from the Los Angeles Police Department’s Pacific Area are asking for the public’s help in identifying suspects involved in an early morning shooting.     

North Hollywood: The Los Angeles Police Department is asking the assistance of the public in an attempt to locate any additional victims of a sexual assault suspect, 22-year-old Princeton Bloome.

Bloome would seek out minor children online and pose as a 17-year-old. He used false identities and fabricated stories about his lifestyle. After forming an online relationship with victims, he would meet them in person and sexually assault them.

Bloome was responsible for the sexual assault of a 13-year-old in 2018 in Topanga Area.. After meeting the victim online, he lured the victim to a location where the sexual assault occurred. Bloome met with the victim several times during a one-month period. During that month, Bloome used threats of harm to the victim and the victim’s family to continue seeing the victim.

    
Bloome was taken into custody by the LAPD on June 25, 2020 related to the West Los Angeles and Topanga incidents. Charges were later filed for the North Hollywood incident. The Los Angeles County District Attorney’s Office has filed several felony counts against Bloome for crimes against children.

Detectives are asking the assistance of the community in identifying any additional victims and are asking any victims to please come forward.
