PUBLICATION ETHICS


The Editorial staff of the journal «Occupational Safety in Industry» (hereafter — the Editorial staff) specifies the importance of meeting the requirements of ethical norms at preparation and publication of the scientific papers. In its work, the Editorial staff is guided by the recommendations of the Committee of Publication Ethics, COPE, and also takes into account the experience and ethical codes of other authoritative publishers. 
The general principles on which the activity of the Editorial staff is based are: honesty, politeness, conscientiousness; objectivity, confidentiality, sound skepticism, competence, professionalism.
These principles have their specifics and they are specifically implemented by each party of the scientific and publishing process: by the authors, editors, reviewers, publishers and readers. 
The Editorial staff does not accept for publication the articles related to politics, which contain biased and incorrect assessments of other scientific works and other specialists. 
Review of the articles is carried out by the members of the editorial board and the editorial staff, as well as by the invited reviewers — leading specialists in the corresponding branch of science and industry. The decision on the selection of someone or other reviewer for conducting examination of the article is made by the editor-in-chief or deputy chief editor. The term of reviewing is 2–4 weeks, but at the request of the reviewer it can be extended.
 
Ethical principles for authors
The authors shall not present earlier published article to the Editorial staff, and shall not send the article for publication to more than one publisher at the same time.
The authors of the article shall guarantee that the work is original and is not the plagiarism. 
At preparing the article the authors shall adhere to the scientific style and the structure of the scientific article accepted in the scientific periodicals.
The authors shall present precise and reliable data in the article and bear collective responsibility for compliance of the scientific article to ethical and legal norms, and they shall also follow the requirements about inadmissible disclosure of financial data or any other information that leads to the conflict of interests.
An official letter from the organization or the company, in which the authors are working (or at least the first author), shall be attached to the sent article. In this letter, it is required to confirm that the materials of this article can be published in the public media.
The written consent to its publication (in paper and (or) electronic form) from all the authors, and, if required, from the relevant companies, universities and the enterprises, with which participation and/or on which equipment this work had been performed, shall be attached to the sent article. This written consent of the authors of the article is an automatic confirmation that they have the copyright for the published material, including the text of the article and figures, schedules, photos and tables placed in it.
The authors shall avoid open advertising of goods and services provided by the organizations in which they are working.
The authors retain the copyright and grant to the journal the right of first publication of work, which upon expiry of 6 months after publication is automatically licensed under the terms and conditions of Creative Commons Attribution License, which allows others to distribute this work with mandatory preservation of references to the authors of the original work and original publication in this journal.
The author or the authors shall attach to the article their personal data (place of work, position, contact phone, e-mail), which are allowed for publication in the journal.
Any change in the composition of the corporate authors in the course of review and preparation of the article for publication shall be confirmed with the written consent of all the authors.
The authors shall reflect the contribution of certain people to performance of the research, and shall not to allow for inclusion in coauthors of the article of the persons which do not have relations to this research. If the person took part in the research, but he/she was not included in the authors, then the gratitude shall be expressed to him/her in the article.
The authors shall recognize the works of other researchers and give references to the publications which influenced the research and were used in it. The quotes and the references to other works shall be precise and accurately executed.
Methodologies, calculations and the results of the researches published in the scientific article shall be stated legibly, clearly, and unambiguously to ensure the possibility of their repetition and subsequent confirmation by other researchers. 
The authors shall answer the questions of the reviewer in the shortest possible time and professionally. The authors shall notify the Editorial staff in case of refusal from reviewing their work or preference not to respond to the reviewer comments. 
The authors shall notify the Editorial staff in case of detection of mistakes or inaccuracies by them in the work presented for the publication and to take measures for their elimination. The authors must cooperate with the Editorial staff during preparation for the publication of the refutation or the corrected article in case if mistakes or inaccuracies are found in the earlier published article. 
 
Ethical principles for editors
 Editors bear responsibility for all the materials published in the journal, and at the same time they shall:
seek to satisfy inquiries of readers and authors;
permanently improve the contents of the journal;
ensure freedom of expression of views (within the current legislation and ethical norms);
ensure compliance of publications for scientific publications to academic standards and internationally recognized ethical norms;
 prevent the conflict of interests between business requirements and the principles of intellectual activity;
be ready to publish, if required, amendments, denials and apologies.
 
Ethical principles of reviewers
To agree and carry out reviewing only of those articles which correspond to a profile of activity and knowledge of the reviewer and which they can review in due time. 
Each reviewer has the right to refuse the review in case of existence of the obvious conflict of interests affecting perception and interpretation of the manuscript materials. 
Based on the results of consideration of the manuscript the reviewer shall make recommendations on the article future (each decision of the reviewer shall be proved): the article shall be recommended to the publication in the present form; the article shall be recommended to the publication after correction of the shortcomings marked by the reviewer; the article shall need additional reviewing by other specialist; the article cannot be published in the journal. 
Not to allow that the contents of the review were influenced by the origin of the manuscript, nationality, religious affiliation, political or different views of its authors, administrative communication or commercial reasons. 
Information obtained in the course of reviewing shall not be subject to disclosure, use in personal interests for own benefit, the interests of other persons or organizations, for causing harm to other persons or their discrediting. 
To be objective and conscientious, keep from inciting statements, slanderous and humiliating comments.
The reviewer shall:
determine the compliance of the scientific article to the profile of the journal;
establish the relevance of the material provided and the degree of the scientific novelty of the study;
assess completeness, reliability of the presentation of the material, style of presentation, structuring of the scientific article, provided graphic and illustrative material, correctness and accuracy of the use of definitions and wording;
assess the significance and possible practical application of the research results;
give reasoned conclusions about the article, as a whole, comments, if required, recommendations for its improvement.
 
Ethical principles of Editorial staff and founders
Relationship of the Editorial staff with the founders usually has a integrated nature, but it shall be based on the principle of editorial independence.
The Editorial staff shall make the decision on the publication of the articles based on their quality and compliance to the topics irrespective of economic or political aspects.
The editors shall be equally fair to the presented works, assess them according to the intellectual contents and to make the decision on the publication of the article only on based on expert assessment of the independent reviewers and the opinion of editorial board members.
The editors shall not allow the publication of the article if there are sufficient basis to believe that it is a plagiarism.
The editors shall respect the right to confidentiality and the privacy of personal information, and advise the information about the submitted manuscript only to the authors and reviewers.
Withdraw the submitted article in presence of the conflict of interests. If the conflict of interests is identified after the publication of the scientific article, the corrections or disclaimers shall be published.
Take effective measures when an ethical complaint is received to the submitted manuscript or published scientific article (notify the author, discuss the complaints with the editorial board, publish the corrections (explanations), revoke the unfair articles).
Recommendations about citing works shall be based on their scientific importance and pursued the aim of the presented material improvement. 
It is unacceptable to force the authors to quote the journal. 
The intellectual property and the copyright shall be subject to protection. 
Independence of Editorial staff shall be facilitated and they shall be assisted in the publication of changes and explanations. 
Effective policy of the journal and the mechanisms of its implementation shall be formed, and the information on the policy of the journal of all the interested persons shall be distributed.
Timely release of the journal shall be provided.
Reprint, all the types of copying and reproduction of the materials published in the journal are allowed only with the written permission of the Editorial staff.
 
Policy of response to the violation of the publication ethics
 
In case of violation of the publication ethics by the authors (plagiarism, duplicate publications, «fanning» circulation of texts to the editions of the journals, etc.), the Editorial staff takes the following actions:
informs about the fact of violation of the organization with which the author/group of authors is/are affiliated;
withdraws (retracts) all the texts and information on these articles from the journals and scientific information databases (Russian index of the scientific citation, SCOPUS, WoS) and transfers information to the open database of the retracted texts in case the violation is detected post factum;
sends an appeal to the Ethics Board of the Scientific Publications with a request to check all the materials published by this author/group of authors for a ten-year period;
does not accept during the year the materials from the author/group of authors who violated the publication ethics.
