Move WordPress versions from the codex to devhub

The general idea is to move https://codex.wordpress.org/WordPress_Versions

Into the devehub https://developer.wordpress.org/wordpress_versions/

To showcase the final result, I did that in http://displaywp.com/version/

I tend to think of the WordPress Versions page as more of a support page. It would, thus, belong in helphub, when that's ready.

HelpHub? realy? I think it's a DevHub territory. Lot's of information for developers, absolutely no "support-related" content.

The Version pages have a good mix of developer specific text and normal user specific ones.

I'd say developer.wordpress.org has a strong mandate on what should be there and Helphub has less so.

Helphub being more flexible should take this in.

By the way, Helphub isn't just for Support :)

I see it as a 'learning more about WordPress' area

This was discussed in #core and there is a general consensus with the available participants that the Custom Post Type (for WordPress Versions) will reside in Helphub.

This has partially been started by HelpHub, the individual version pages have moved: https://wordpress.org/support/wordpress-version/version-5-0/

But the actual version index page hasn't yet.
