Commission of CIS Member States on Peaceful Uses of Atomic Energy

The Commission of the Member States of the Commonwealth of Independent States (CIS) on Peaceful Uses of Atomic Energy (hereinafter referred to as Commission) was established in pursuance to the Resolution of the Council of the Heads of the Governments of the Commonwealth of Independent States of January 17, 1997, on the Prospective Plan of Development of Cooperation between the Member States of the Commonwealth of Independent States in Peaceful Uses of Atomic Energy and Safety Enhancement of Nuclear Installations.

Primary objectives of the Commission are:

· coordination of efforts taken by the states of the Commonwealth of Independent States to implement the Agreement on Basic Principles of Cooperation in Peaceful Uses of Atomic Energy as of June 26, 1992, and the Resolution of the Council of the Heads of the Governments of the Commonwealth of Independent States on the Prospective Plan of Development of Cooperation between the Member States of the Commonwealth of Independent States in Peaceful Uses of Atomic Energy and Safety Enhancement of Nuclear Installations as of January 17, 1997;

· working out coordinated recommendations and decisions on issues of multilateral cooperation in the field of atomic energy development.

The Commission comprises the heads of the relevant state administration authorities in charge of activities in the field of atomic energy in the CIS Member States in the numbers as determined by each of the states. Starting from January 1, 2015, the Chairman of the Committee is Deputy Minister of Energy of the Republic of Belarus, M. Mikhadyuk.

Under the Decree of the Government of the Russian Federation № 2073-r of August 20, 2009, A. Ferapontov, Rostechnadzor Deputy Chairman, became a member of the Commission.

Basic activity of the Commission is coordinated by the Commission Secretary and involves taking meetings of task groups for various areas of cooperation. The objective of the task groups is implementing decisions of annual meetings of the Commission.

Presently, representatives of Rostechnadzor take part in the following task groups:

· expert group for coordinating control over implementation of the Framework Program COOPERATION ATOM-CIS for cooperation between the CIS Member-States in the field of peaceful use of atomic energy for the period through to 2020;

· working group on development of Nuclear and Radiation Safety Concept in the CIS Member-States in the field of peaceful use of atomic energy;

· working group on harmonization of the regulatory framework and technical standards in the field of peaceful use of atomic energy in the CIS Member-States;

· working group on establishment of a comprehensive safety maintenance system for nuclear research installations;

· working group on establishment of a practical collaboration platform in the field of decommissioning of nuclear and radiation hazardous facilities, spent nuclear fuel and land remediation;

· working group on exchange of information on regulatory documents in the field of peaceful use of atomic energy and on approaches to regulation of quality assurance of the production shipped to the CIS Member-States.
