The agenda includes: supporting families with children; a moratorium on tax inspections; drafting a national action plan to ensure economic recovery.

Mikhail Mishustin: Good afternoon, colleagues.
Meeting with deputy prime ministers
Today is 1 June – International Children’s Day. It has been celebrated throughout the world for 70 years. And the state is to provide all the means to make our children grow healthy and happy, give each child an opportunity to get a good education, take up a favourite occupation and fulfil themselves. Indeed, the future of our country depends on them.
To raise a child is a great responsibility. And in the current difficult situation caused by the coronavirus, the state provides additional support for the families with children. At the President’s initiative, today we will begin payment of lump sum benefits in the amount of 10,000 roubles per each child from three to 16. The Pension Fund began to accept requests for these benefits via the government services portal way back on 12 May. To date, over 12.5 million of such requests were submitted. People can request the payments until late September. They do not need to present any documents to receive this money.
I am asking Tatyana Golikova and Anton Kotyakov to supervise the process of payments and react promptly in case people with children face any problems in getting this support.
In addition, all families bringing up children up to three years of age can get monthly payments equal to 5,000 roubles per child. Other support measures for families with children are also in place, including extra amounts payable to parents who lost their jobs because of the situation caused by the spread of the coronavirus. We will also increase the minimum level of the childcare benefit. Tatyana Golikova will report in greater detail on what support is available to families with children.
Another important subject: A resolution has been issued to extend a moratorium on tax inspections for businesses until 30 June. This decision concerns all industries, including companies and sole proprietors in the travel industry which has been hit hard by the coronavirus infection.
Under the resolution, the moratorium incudes travel companies that offer ski pistes, beach recreation and hotels with a certain income and number of beds. The relevant criteria are stipulated in the document. In addition, these activities must be specific for a given company, and the business itself must be on the consolidated list of hotels, ski pistes and beaches. The decision is aimed at supporting these companies, by lifting formalities and easing administrative pressure on them, as well as at creating more comfortable conditions for reopening after the end of the coronavirus infection.
Colleagues, today is the deadline for implementing the presidential instruction on preparing an action plan to ensure economic recovery, including the revival of employment and people’s incomes. Its main goal is to reach a sustainable trajectory of economic growth and increase people’s incomes based on modern technology, digitalisation, new opportunities on the employment market and in education, as well as a rapid construction of high quality housing.
The implementation of this plan will allow us to overcome the consequences of the coronavirus epidemic and also to launch long-term structural changes and strengthen the economy.
The document takes into account the proposals of the regional authorities and the business community. It has been discussed several times at Government meetings and includes nine chapters and some 500 measures in many spheres. It must be implemented by the end of 2021.
This action plan will be submitted to the Presidential Executive Office today.
Let us begin the discussion. I am giving the floor to Tatyana Golikova.

Tatyana Golikova: Mr Mishustin, colleagues, good morning.
Mr Mishustin, I would like to begin with what you have said in your opening remarks: the one-time payment of 10,000 roubles for each child aged 3 to 16.
As we know, 197.2 billion roubles have been allocated for this from the federal budget. We believe that this will suffice for 19.7 million children.
You have mentioned the number of applications that have been submitted for this benefit. The transfers begin today, and we believe that 145.7 billion roubles for 14.6 million children will be transferred today under the applications that were filed before 25 May. We very much hope that this measure will be effective and that these funds will reach the applicants.
Another benefit you mentioned is 5,000 roubles per child for children under 3 years. Allocations for this purpose will amount to 74.6 billion roubles. As of 30 May, people have submitted 4.6 billion applications for this. The money has been transferred to 3.7 million children, 36.1 billion roubles altogether, including for May.
One more payment, which was to be transferred from 1 July as per the President’s instructions, must now be made starting on 1 June, in accordance with the presidential decision. We have started implementing it. I would like to add that eight of the Russian regions transferred the payment in May.
These regions include Moscow, the Yamal-Nenets Autonomous Area, Kirov, Nizhny Novgorod and Sverdlovsk regions, the Khanty-Mansi Autonomous Area, as well as the Vladimir and Kaliningrad regions.
In June, such payments will be transferred to recipients in all Russian regions. Moreover, since these payments will be backdated to 1 January 2020, people will receive an accrued amount. I would like to remind you that allocations for these payments to 2 million children will include 104.8 billion roubles of federal funds and 31.6 billion roubles of regional funds.
Last but not least, although it was a very difficult period and it is far from over yet, we have not forgotten about the national projects and the obligation to implement all of the measures stipulated under them, in particular those that are aimed at children and families.
I would like to remind you that under the Demography National Project, we are implementing a federal project for financial support to families on the birth of children. It provides for the payment of benefits on the birth of the first and third child and subsequent children, as well as maternity capital.
As of 30 May this year, 421,000 families have received maternity capital certificates, and 135,400 of these families were issued certificates without submitting applications, as per the President’s instructions. We began this process in the middle of April.
In accordance with this federal project, as of the last reporting date, 717,700 families had begun to receive monthly payments after the birth or adoption of their first child. As for payments for the third and subsequent children, they will be transferred to the parents of 21,300 children born in 2020.
Also, 69,500 families were issued housing certificates under a programme of easy-term mortgage loans at an interest rate of 6 percent for the duration of the loan.
We have also adopted an additional programme to support families living in the Russian Far East. Under it, payments have been made to 17,900 families. Federal allocations for this have been approved at approximately 47 billion roubles.
We are working under these projects and actively monitoring their implementation. There is no doubt that we will implement your instructions regarding payments to everyone who is supposed to receive them in accordance with all the decisions.
