Comment: 60-year-old-house. Dining room lights flickered a few times, then the (15-amp tamper-resistant) fuse blew. Had difficulty removing old fuse, causing damage to fuse box. (The contact at the far end of the fuse socket broke off of the screw it had been fastened to.) At some point during all this, the circuit became live again, even though the fuse is not in the socket. The screw at the end of the fuse socket and the ring around the near end of the fuse socket are both hot, same phase.) Not sure how. Not sure it is protected, except perhaps by the 60-amp cartridge in the fuse block.
