Job Analysis Development


The job analysis is performed by a manager with the assistance of the Civilian Personnel Advisory Center (CPAC).


Human Resource Specialists bring expertise and knowledge of:
qualification requirements, typical promotion patterns, the occupation and related occupations, normal lines of progression, grade level distinctions, organizational structures and missions, etc.


The manager is normally the supervisor and the selecting official of the position to be filled, however, this is not a requirement. The role is to:


  • Identify major job requirements and knowledge, skills, and abilities (KSAs) essential to job success

  • Provide valuable information concerning the job itself, how it fits into the organization, and its relationships to other positions and organizations; and

  • Help make meaningful distinctions between basically qualified candidates and the best qualified candidates

Normally, developing the job analysis and its corresponding crediting plan requires only one meeting. If the same product is to be used again for a subsequent referral, the developers may meet again to revalidate its currency and applicability or make necessary modifications.
