Pour a 24"x8" concrete footing 30" below grade with rebar 24" O.C., vertically into new block wall. Install new block walls with grout fill 24" O.C. Parge the outside with Portland cement. Form and pour new concrete steps to grade with a 4" pad. Strip forms and parge interior walls. Demo and replace existing 11'x4'8" concrete sidewalk. Clean debris and haul from site.
