Comment: 12 year old building and the windows need to be repaired and some possibly replaced. It appears that the bottom edge of window was never primed/painted and over time as soaked up water, damaging the area. Some of the cranks don't work properly from screws no longer adhering and there is some condensation between window panes on some of the windows.
