"Fair" prices would be prices where you, your customers, and your employees agree with the work to be done, how intense the cleaning process, and the price for the job.. Then the company doing the work should be paying the workers about 40% of the price and using 40% for overhead costs. The last 20% is for profit in order to keep the company financially solvent. When you have an agreement with your customer that makes them satisfied and you make a "fair" profit, everyone is satisfied. Your workers will also be satisfied with earning a "fair" wage and benefits. Pay your legal taxes and fees and comply with all labor laws. Then you will have a successful way to market your cleaning services and your customers will halp you get their friends to use your service as well. If you satisfy a few people you will get double or triple the number wanting to hire your company.
First get someone to help you prepare literature, contracts, and instructions that are well written without spelling and grammer errors. If you have trouble with the language of your customers, workers, and suppliers your company will be percieved as unprofessional and there will be poor communications among you. Find a supplier of cleaning equipment and supplies that will offer you credit and good delivery, as well as repairs to machines. Commercial grade vacuums and carpet cleaners are expensive but last a long time. Don't buy cheap tools to do quality work.
If you want a "turn key" cleaning business all set up and ready to go, look at the franchised type like ServiceMaster, ServPro, or Merry Maids, MollyMaids,  and such. They already have all the tools,  vehicles, chemicals, safety rules, and accounting systems in the package with publicity and sales literature included. But you need to have capital of about $250,000 available to get started.You get what you pay for. If you want the big expensive houses and offices, you have to be prepared to pay the entry fees for that market. If you want to clean for the lower level customers, then the WalMart equipment will be enough, but the profits are also slim. You choose.
