She was first introduced in the second Rugrats movie, Rugrats in Paris: The Movie. She also has a regular role on The Fairly OddParents as Trixie Tang. In 2005, she voiced Yasmin in Bratz.

Quan was born in Lexington, Massachusetts to Lori and Daryl Quan. She is legally blind, having been born with optic nerve hypoplasia.[citation needed] When she was 10, her father heard a radio interview with a teacher who instructed students in voice-over acting, and he immediately enrolled Dionne for lessons.[2] She obtained her first voice work at the age of 14 for television commercials.
