Comment: Background and Issue Description: The sidewalk in front of my residence at 90 Chestnut Street, Boston, 02108 (on the Flat of Beacon Hill), contains a skylight comprised of three reinforced concrete panels inset with 3.5” square glass block pavers. In total, the three panels comprise a skylight measuring roughly 5.5’ wide by 10.5’ in length. The skylight covers a vault below grade that adjoins living space. The structure was constructed in 1926 and, after 89 years, the original concrete panels are delaminating, heaving, leaking badly and need to be replaced. Additionally, long term water penetration at the joints around and between the panels has resulted in structural deterioration of the steel I-beams supporting the abutting edges between the panels and along the sill of the house.
