How do I remove old 'film' stuck on windows?

In the house we've just moved into, the windows have old film left on from when the windows were fitted by the previous owners. Any tips on how to remove this?

Security light - off switch

House has a security light outside and it comes on during the day. Cant seem to find a switch inside to turn it off. Any suggestions? Weve just moved in. Its dim and like to replace - would I need an electrician?

Popcorn ceiling and possible asbestos?

Before posting a job request to try to get rid of a number of popcorn ceilings, should I take a sample myself and send it for asbestos testing? Or would the person doing the work carry this out?
